July 18, 2018 Special Meeting

City Council met in special session on July 18, 2018 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Public Works Director McFrederick, Clerk Kennedy and Chief Drew.

STREET: McFrederick plans to move forward with the existing curb and gutter program, so he added money for right of way improvements. He moved some money to salary administration from various accounts. Also included was a chip seal project of $175,000 and $20,000 for the Main Street brick project.

RECREATION: McFrederick plans to replace Ernie’s 2wd pickup with Bob’s 4wd vehicle and then buy Bob a new pickup in water and sewer. The pool needs painted and one tarp purchased. He doesn’t want to spend all the Webb funds because the City will need to resurface the pool in two to three years and he would like to use the Webb funds for that project. He plans to seal coat Heritage Square, City Hall parking lot and the WWTP parking lot.

WATER: McFrederick has 8 cla-val that need maintenance; all wells and well related equipment have cla-vals. They are done with Eimers Well and all wells have been rehabbed. They are not going deeper on Spencer Well so McFrederick left $30,000 to build a building. During the water study, JUB will let the City know where another well is needed which may be in the next 5 years. They plan to replace the line from Spencer Well to the reservoirs, including valving. Water study will hopefully be done in December.

SEWER: They plan to work on Florence/Park sewer lines in September. There is replacement of aeration diffusers and rotary lobe blowers at WWTP in one ditch. After water study is done, JUB will start on the sewer master plan. The City is not doing compost. Latah sanitation picks it up and hauls it off.

CITY: Kennedy budgeted for a new server and the UB2 upgrade. The CEDA comprehensive plan was re-budgeted in case the project is not completed. An extra $1,000 was added to the legal services line item in case Adam has a conflict and the City needs to pay for a different attorney.

SNOWHAVEN: The Council talked about the budgeted items and left items in the budget for Scott to manage contingent upon enough revenue coming in.

PIONEER PARK: The Council talked about Pioneer Park and budgeting money for an ADA parking lot.
