August 5, 2019 Regular Meeting

The City Council met in regular session on August 5, 2019 at 6:00 P.M. in the Council Chambers of City Hall.

President Winkler presided

Mayor Lester was unable to join the meeting until after the well tour started.

City employees present were Attorney Green, Public Works Director Mager and City Administrator Kennedy. Chief Drew absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of July 15th, 22nd, 23rd and 24th were approved as presented by Councilor Peterson, seconded by Councilor Grant. Motion carried by a unanimous vote of the Council present.

AGENDA AMENDMENT: On motion by Councilor Grant, second by Councilor Peterson to add Jeff Kutner to the agenda to discuss wrapping the electrical box at Pioneer Park in vinyl. Motion carried by a unanimous vote of the Council present.

VISITORS: Jeff Kutner, representing the Chamber of Commerce, had originally suggested painting the electrical boxes in park. At time said it was ok; however now he has someone interested as a senior project and thought the best thing would be to wrap them with vinyl. Avista stated the numbers on the boxes can’t be covered. Councilor Winkler asked about the longevity and maintenance of vinyl? Kutner wasn’t sure but stated it’s easier to clean up then paint. Gene Dandliker said they use it on planes and it usually has a 10-year lifespan. This will be placed on the next agenda.

Richard Negus was present to voice his concerns with inappropriate books and/or materials in library. He has lived in Grangeville for 3 years. At the national librarian conference, they were promoting LGBTQ books and drag queen story hours, which are already active in Boise and Moscow. He asked if the City library has safeguards that will protect kids or how do you approve what books will be purchased? Councilor Grant stated there is a library board that governs the library.

Nancy Asker, with Oktoberfest asked permission to have a beer garden in Heritage Square during Oktoberfest. It has been in the same place in Heritage Square the last couple years. It is scheduled for September 26-28. On motion by Councilor Peterson, second by Councilor Lane to approve the beer garden application at Heritage Square during Oktoberfest. Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS: Public Works Report – Public Works Director Mager stated the sidewalk is done by Bell Equipment and they are currently work down by The Gallery. The diffuser project is done at WWTP, they are blade patching and trying to get some work scheduled with Roto-rooter for pipe bursting on the back side of the properties on Park Street. At Eimers well, the pump and motor arrived so the install is scheduled for Wednesday. On August 12 Park well pump will be pulled. Mager is considering having the motor sent off to be checked. The citizens seem to be conscientious about amount of water used.

On motion by Councilor Peterson, second by Councilor Grant to accept the Library Minutes of July 25, 2019. Motion carried by a unanimous vote of the Council present.

On motion by Councilor Grant, second by Councilor Peterson to accept the Planning and Zoning Minutes of July 30, 2019. Motion carried by a unanimous vote of the Council present.

VARIANCE REQUEST STACY VAN STEENWYK (MTIDA): Councilor Grant stated she has been there forever, nothing has changed on the business just because no one is living there and she’s also cleaned up the property. On motion by Councilor Grant, second by Councilor Peterson to accept the variance request from Stacy Van Steenwyk to allow her to operate Mtida at 422 S C Street without a fulltime resident living on the property. Motion carried by a unanimous vote of the Council present.

COMPREHENSIVE PLAN AMENDMENT AND REZONE GENE DANDLIKER: Councilor Grant felt the request to rezone is fine. She can’t guarantee it, but Mr. Dandliker has always done a nice job. Gene Dandliker stated Wemhoff architecture drew up a new shop and he had most of the junk removed from the property. When he discovered the problem with zoning, he stopped the work until this process was completed. Councilor Winkler stated he would have assumed the property was already zoned industrial. On motion by Councilor Peterson, second by Councilor Farris to amend the Comprehensive Plan to allow Industrial Zoning for Tax #s 974, 426 and 88 and rezone Tax #s 974, 426 and 88 from Residential Zone B to Industrial Zone. Motion carried by a unanimous vote of the Council present.

MULTI-USE PATH: Up for consideration was the request from Grangeville Highway District for a letter of support for the project. Councilor Grant stated she was not opposed to a bike path but she was opposed to the proposed location. Councilors Farris, Lane and Canaday voiced their agreement with Grant. President Winkler stated no letter of support would be written as no motion was made to do so.

CATERING PERMIT: On motion by Councilor Farris, second by Councilor Canaday to approve the catering permit for LightenUp! LLC, to cater for Umpqua Vendor Night August 22, 2019 from 12pm – 7pm. Motion carried by a unanimous vote of the Council present.

PROCLAMATION: President Winkler proclaimed September 17 – 23, 2019 Constitution Week.

TENTATIVE BUDGET: On motion by Councilor Peterson, second by Councilor Farris to adopt the 2019-20 tentative budget. Motion carried by a unanimous vote of the Council present.

AUDIT ENGRAGEMENT LETTER: On motion by Councilor Peterson, second by Councilor Grant to accept the audit engagement letter with Millington Zwygart for fiscal year ending 9/30/19 in the amount of $19,500. Motion carried by a unanimous vote of the Council present.

EXECUTIVE SESSION: No executive session occurred.

The business meeting adjourned at 6:25 P.M.

WELL TOUR: A tour of the City water wells followed the Council meeting.
