February 18, 2020 Regular Meeting

The City Council met in regular session on February 18, 2020 at 6:00 P.M. in the Council Chambers of City Hall.

Amy Farris

City employees present were Chief Drew, Attorney Green, Public Works Director Mager and City Administrator Kennedy.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of February 3rd and 10th were approved as presented by Councilor Peterson, seconded by Councilor Winkler. Motion carried by a unanimous vote of the Council present.

VISITORS: Lynda Fox, Syringa EMT informed the council the 35th Spring Fling was taking place March 7th and 8th. Two Bear Air will be presenting at the event. They plan to land a helicopter if it’s available and the weather cooperates. They will be using the empty lot at the high school.

POLICE AND ANIMAL CONTROL REPORT: The department had 85 calls for service and 25 cases written for January 2020. Ryan Brown has a conditional offer and hope to have him on staff in March. He would attend POST in September. On March 3rd Jenna Brogan, Mountain View School District and Chief Drew will present at the parent teacher organization about internet safety.

PUBLIC WORKS: Public Works Director Mager stated his department has done some RootX, sewer cameras and repaired pot holes. The new garbage cans are ordered and ready to install on arrival and the concrete ones will be moved to the rodeo grounds. The generator arrived for Park well and will be installed on a cement pad on the north side of the well. The new Chevy will arrive in March. Youth baseball will be coming in with a proposal for power to the ballfields as funded by youth baseball. The Cross control letter was sent out with February bills. Councilor Grant stated Mager and Jones did great job at the Chamber meeting.

On motion by Councilor Peterson, second by Councilor Farris to accept the fire training minutes of January 13 and 27, 2019. Motion carried by a unanimous vote of the Council present.

CIVILITY IN PUBLIC DISCOURSE UDPATE: Mayor Lester and Councilor Grant attended the meeting on Civility in Public Discourse that was hosted by Lewiston Morning Tribune last week.

ELECTRIC CAR CHARGING STATION: Councilors Grant and Winkler attended the Chamber meeting to discuss the possibility of an electric car charging station in Grangeville. The Chamber members were excited and a committee was formed to look into the charging station.

BILLS: The bills, in the amount of $282,127.11 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

BEER LICENSE: On motion by Councilor Farris, second by Councilor Canaday to approve the application for4 a beer license for Grangeville Border Days Inc. d/b/a Grangeville Border Days. Motion carried by a unanimous vote of the Council present.

EXECUTIVE SESSION: On motion by Councilor Peterson, second by Councilor Grant to go into Executive Session according to Section 74-206 (c) To acquire an interest in real property. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

The Council returned to regular session. No action was taken.
