March 15, 2021 Regular Meeting

City Council met in regular session on March 15, 2021 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Chief Newman, Public Works Director Mager and Attorney Green.

MINUTES: The meeting was called to order and the Council minutes of March 1st were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

VISITORS: Jane Spencer, Grangeville Arts, was present to request the use of Pioneer Park for the Summer Concert Series starting July 15th and ending August 5th. They have insurance through the chamber and will comply with any COVID restrictions in place at that time. On motion by Councilor Grant, second by Councilor Peterson to allow Grangeville Arts to use Pioneer Park for the Summer Concert Series July 15, 22, 29 and August 5 from 6pm-8pm. Motion carried by a unanimous vote of the Council present.

Jordan Zwygart, Zwygart John & Associates presented the audit for FY20. Overall it was a good, clean audit and no internal control issues. On motion by Councilor Peterson, second by Councilor Lane to accept the Audit for 2019-20. Motion carried by a unanimous vote of the Council present.

Amy Manning, III-A provided the III-A Annual Report via telephone for 2019-20. There are currently 70 agencies. III-A provided additional benefit enhancements for 19-20 and is creating a new Mental Health program for 20-21.

COMMITTEE REPORTS: Public Works Director Mager stated the department plowed snow in February. The new truck is in and mostly outfitted and we are working to get it titled. Pump Tech will be here tomorrow to start at Spencer well to get it put together and then move to Myrtle well. 200’ of culvert was installed down at Hill and N D Street.

POLICE AND ANIMAL CONTROL REPORT: The department had 102 calls for service and 27 cases written for February 2021. Chief Newman stated the department served a very successful search warrant to solve a case.

FIRE MINUTES: On motion by Councilor Peterson, second by Councilor Canaday to accept the Fire Minutes of January 11, 2021. Motion carried by a unanimous vote of the Council present.

ORDINANCE NO. 948

(Ordinance No. 948 in its entirety on file in the City’s Ordinance File)

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF SECTION 8-5-11 THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE RELATING TO TURN OFF REQUEST AND CHARGES FOR TURN OFF IN THE CITY WATER AND SEWER SYSTEM; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilor Peterson, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 948 duly approved and adopted.

BILLS: The bills, in the amount of $347,309.03 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Farris. Motion carried by a unanimous vote of the Council present.

RFQ FOR ENGINEERS: On motion by Councilor Winkler, second by Councilor Canaday to approve J-U-B Engineers as the City engineer based upon RFQ rankings. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

BUDGET HEARING: On motion by Councilor Peterson, second by Councilor Grant to set September 7, 2021 as the budget hearing for 2020-21. Motion carried by a unanimous vote of the Council present.

SURPLUS: Public Works Director Mager stated there is no reason to keep the truck since we have a new one. It is the red truck with the yellow blade. On motion by Councilor Winkler, second by Councilor Farris to authorize public works to surplus the 1986 Chevy dump truck and snowplow. Motion carried by a unanimous vote of the Council present.

DISORDERLY CONDUCT IN CITY CODE: Attorney Green stated the City has a handful of codes that criminalize activity. They don’t get used a ton, but Attorney Green likes to use them as a tool for the police department. Currently, the City’s code on disorderly conduct is really old and he would like to draft a new version. This is a heads up that it will be coming at a future meeting.
