April 1, 2013 Regular Meeting

The City Council met in regular session on April 1, 2013 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick and Clerk Kennedy.  Attorney Green absent.

MINUTES:  The meeting was called to order and the minutes of the March 18th meeting were approved as presented by Councilman Peterson, second by Councilman Houger.  Motion carried by a unanimous vote of the Council present.

VISITORS:  Carla Wilkins with LCSC Outreach requested permission to use the City pool for the following:  • Use the City Pool 7/28/13 & 8/4/13 for a scuba diving class • The pool rental fee waived • Lifeguards available for lifeguarding during the 2 hour session, salary/benefits to be paid by LCSC On motion by Councilman Houger, second by Councilman Peterson to waive the pool rental fee for the LCSC outreach program for the scuba diving class.  Motion carried by a unanimous vote of the Council present.

Dave Hitchcock, 510 North Florence requested a sidewalk waiver for the shop/garage he’s building.  On motion by Councilman Lorentz, second by Councilman Peterson to grant Dave Hitchcock, 510 No Florence an indefinite sidewalk waiver.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS:  The department had 39 cases written, 21 citations, 3 written warnings and 102 calls for service for March 2013.  The Police and Animal Control Reports for March 2013 were accepted on motion by Councilman Peterson second by Councilwoman Grant.  Motion carried by a unanimous vote of the Council present. Mike Quintal is Officer of the Year for the American Legion.

An Ida-Lew Report was provided by Councilwoman Dumas.  Ida-Lew is working to get a Tech School in the area through a J.A. Albertson Grant application.  Ida-Lew would also like to see if the City would contribute $3,000 instead of $2,000 in the future.  This contribution will be discussed during the budget process.

WEBB POLICY:  Discussion on a policy for spending the Webb money was postponed.

DRILLING WELL IN AREA OF IMPACT, BARGER, 420 E SO 7th STREET:  Jim Barger was present to represent Kevin Barger, owner of the property, who is on a previously planned vacation.  They are currently pumping water from 7th Street to the other end of the property and to get adequate pressure they have three pumps:  one to house, one for irrigation system and one to the barn for the horses.  They can’t keep the property as nice as they would like, due to the cost.  They would like to disconnect from the water system and drill a well in the area of impact.  At this time would like to stay connected to the City sewer but would like to get the well in before summer.

Public Works Director McFrederick did a pressure check in the area.  One option is to connect to the new 10” line running through the property and then loop the line.  By looping the line it may increase water pressure.

Mayor Walker stated the property has been there almost 20 years and it has been kept up.  The water is adequate.  Because property is less than 5 acres the City could annex the property.  The City would like them to consider the costs involved as the City does not want people to get off the water and sewer system. The City needs to look at the integrity of the City water system and what is best for the City.  The City would like them to consider annexation.

Jim Barger stated they can’t keep things looking nice with the amount of water needed.  Councilwoman Grant suggested Jim take the information as discussed back to Kevin and Michelle and let them know what the council would prefer.  The City will revisit the request in two weeks.

BUDGET HEARING 2013-14:  On motion by Councilman Lorentz, second by Councilman Peterson to set September 3, 2013 as the budget hearing for the 2013-14 budget.  Motion carried by a unanimous vote of the Council present.

WARBIRD WEEKEND, 2ND ANNUAL:  Councilman Peterson attended the planning meeting for the Warbird Weekend which will be 7/13 and 7/14.  They would like to have police help for parking.  Chief Drew didn’t know how that would work since the airport is in the County.  Chief Drew mentioned Search & Rescue is always looking for fundraisers.

ITEMS TO NOTE:  The City will not be applying for a grant for ADA curb cuts as engineering would be required to determine placing.

The Council received an Investment Report and copies of Expenditure and Revenue Reports for First Quarter.
