April 15, 2019 Regular Meeting

City Council met in regular session on April 15, 2019 at 7:30 P.M. in the Council Chambers of City Hall.

Councilmembers absent: Amy Farris

City employees present were, Public Works Director Mager, Attorney Green and City Administrator Kennedy. Chief Drew absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the Council minutes of April 1st were approved as presented by Councilor Peterson, second by Councilor Winkler. Motion carried by a unanimous vote of the Council present.

VISITORS: Jordan Zwygart, Zwygart John & Associates, provided a presentation on the City audit for year ending September 30, 2018. Overall, it was a good clean audit.

On motion by Councilor Peterson, second by Councilor Canaday to accept the 2017-18 audit as presented. Motion carried by a unanimous vote of the Council present.

Jeff Kutner, Chamber of Commerce, did not attend. His request was to allow the electrical box at Pioneer Park to be painted. Public Works Director Mager talked to Eric Robie with Avista about the electrical box and painting it and they didn’t know if it would be a good idea. Councilor Grant stated at a Chamber meeting it was discussed to do a vinyl wrap not paint. Discussion is tabled until Jeff Kutner submits a new plan Mager and Avista are comfortable with it.

COMMITTEE REPORTS: On motion by Councilor Peterson, second by Councilor Lane, to accept the Fire Training Minutes of March 11 and 25, 2019. Motion carried by a unanimous vote of the Council present.

BILLS: The bills, in the amount of $197,824.74 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Grant. Motion carried by a unanimous vote of the Council present.

SPRING CLEAN UP WEEK: On motion by Councilor Winkler, second by Councilor Canaday to set Spring Clean Up Week May 13-17, 2019. Motion carried by a unanimous vote of the Council present.

ORDINANCE FOR COUNCIL MEETING TIME CHANGE

ORDINANCE NO. 932

(Ordinance No. 932 in its entirety on file in the City’s Ordinance File)

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF CODE SECTION 1-6-4 RELATED TO THE TIME AND PLACE OF CITY COUNCIL MEETINGS; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilor Peterson, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Canaday, Winkler, Lane, Grant, Peterson. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 932 duly approved and adopted.

SURPLUS: The blower motors are out of headworks building. The motors are runnable, but no guarantee on life. On motion by Councilor Winkler, second by Councilor Grant to declare the WWTP blower motors and blowers surplus. Motion carried by a unanimous vote of the Council present.
