April 2, 2018 Regular Meeting

The City Council met in regular session on April 2, 2018 at 7:30 P.M. in the Council Chambers of City Hall.

Mayor Lester opened the meeting

City employees present were Chief Drew, Attorney Green, Public Works Maintenance Supervisor Mager and Clerk Kennedy. Public Works Director McFrederick absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of March 19th were approved as presented by Councilman Peterson, second by Councilwoman Grant. Motion carried by a unanimous vote of the Council present.

VISITORS: Jordan Zwygart with Millington Zwygart CPA’s, presented the audit to the Council. Jordan stated the financial statements are accurate and accurately reflect what is happening at the City. The audit reflects the City has good internal controls and has no compliance issues.

On motion by Councilman Peterson, second by Councilman Lane to accept the audit report. Motion carried by a unanimous vote of the Council present.

Jinny Cash with the Veteran’s Center stated the plan to celebrate Vietnam Veteran’s Welcome Home and Appreciation Day on June 16th. Last year they had about 200 people attend with capacity for about 80 so they spilled outside. This year, they will be submitting the street closure form to have Mill Street closed. The Elks will let them use the bingo tents and they plan to have live music. They have visited with Devon’s and Pine Tree about setting up vendors and music on their property.

COMMITTEE REPORTS: Public Works Report – Maintenance Supervisor Mager stated the department has worked on the following projects:

• Getting caught up
• Worked on sewer runs and cameras
• Installed culverts
• Raised manholes
• Worked on potholes
• Installed a new sewer service

On motion by Councilman Peterson, second by Councilwoman Grant to accept the Fire Training Minutes of 3/12/18 and 3/26/18 and Executive Minutes of 3/12/18. Motion carried by a unanimous vote of the Council present.

PROCLAMATION: Mayor Lester declared April 28, 2018 Arbor Day in Grangeville.

INDEFINITE SIDEWALK WAIVERS: Public Works Maintenance Supervisor Mager explained the house had a sidewalk that should have been repaired during a remodel by the previous owner. Public Works recommend the install of a sidewalk. On motion by Councilman Winkler, second by Councilman Canaday to deny the indefinite sidewalk waiver renewal at 733 South Idaho for Jessica and Eugene Blackburn. Motion carried by a unanimous vote of the Council present.

Mager stated there is plenty of room to install the sidewalk on Florence. The ditch won’t affect it, the City will move one sign and Les Schwab has a sidewalk to the South. Councilwoman Farris questioned where the access would be for the new building; however at this time staff doesn’t have that answer. On motion by Councilman Winkler, second by Councilwoman Farris to deny the request for an indefinite sidewalk at 411 East North Street for Camas Prairie Food Bank. Motion carried by a unanimous vote of the Council present.

FENCE IN RIGHT OF WAY: Mager stated the fence will not cause a site restriction nor will it be in the way for public works. On motion by Councilman Peterson, second by Councilman Winkler to allow a fence in the right of way for Tracy Dean & Tiffany Forsgren at 414 S State Street. Motion carried by a unanimous vote of the Council present.

SURPLUS: On motion by Councilman Peterson, second by Councilman Winkler to approve the following surplus items for PW/WWTP: Motion carried by a unanimous vote of the Council present.

ITEMS TO NOTE: Attorney Green stated he is working to comply with the Attorney General request on the Klein property. The City received an extension until April 20th.
