August 2, 2010 Regular Meeting

The City Council met in regular session on August 2, 2010 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Public Works Director Gortsema, Attorney Green, Chief Quantz and Clerk Kennedy.

MINUTES:  The meeting was called to order and the minutes of the July 19th meeting were approved as presented by Councilwoman DeHaas, second by Councilman Peterson.  Motion carried by a unanimous vote of the Council present.

AMENDMENTS:  On motion by Councilman Lorentz, second by Councilman Houger to amend the agenda to set a date to canvass the votes.  Motion carried by a unanimous vote of the Council present.

VISITORS Charlie Fournier was present representing Sts. Peter and Paul Parish.  In order to help those that have handicaps, the parish would like to have two handicap spots in front of activity center with wheelchair access designated.  Councilman Lester questioned whether anyone else could park in those spots, such as teachers, parents dropping off kids or a funeral procession.  Chief Quantz explained that they could not.  On motion by Councilman Lorentz, second by Councilwoman DeHaas to grant Sts. Peter and Paul church permission to place two handicap spots in front of the activity center on South B Street.  Motion carried by a unanimous vote of the Council present.  Mr. Fournier explained they are hoping it will be temporary.  If the church is expanded in five years or so, then there could be room for handicap spots in the parking lot.

Jim Rehder stated his plans to run for re-election and provided information to the Council.

Matt Clark, 620 South Idaho, was not present; however Public Works Director Gortsema explained his request for a 6’ wood fence in the right of way.  There are no sidewalks in that block on his side of Washington Avenue and he would need to be aware that if sidewalks were installed and/or required in the future then he would need to move his fence.  The fence is about 1.5 feet from the curb.  Public Works Director Gortsema recommended including the above items in the agreement if approved.  On motion by Councilman Lester, second by Councilman Lorentz to grant Matt Clark, 620 South Idaho, permission to place a fence in the right of way and have Attorney Green draw up the necessary paperwork.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS:  The department responded to 170 calls for service.  There were 103 cases written, 25 misdemeanor arrests, 1 felony arrest, 20 citations, 8 written warnings issued, 3 dogs and 3 cats handled.  The Police and Animal Control Report for July 2010 was accepted on motion by Councilman Lorentz, second by Councilman Lester.  Motion carried by a unanimous vote of the Council present.  Chief Quantz did some remodeling in the police department to have a lobby and to move the chief and patrol officer around.  The hiring of a provisional employee is in the process.  It was published in Lewiston Morning Tribune on Sunday and will be in the Idaho County Free Press for the next two weeks.  The sergeants’ proposal is proceeding forward with three applicants from the department.

The Library Minutes of July 22, 2010 were accepted on motion by Councilman Bentley, second by Councilman Peterson.  Motion carried by a unanimous vote of the Council present.

J-U-B CONTRACT:  Public Works Director explained that this contract is for those items not specific to the current project that the City may need help on.  On motion by Councilman Lester, second by Councilman Houger to authorize the Mayor to sign the J-U-B time and material contract for miscellaneous engineering services.  ROLL CALL VOTE:  YES: DeHaas, Houger, Lester, Lorentz, Bentley, Peterson.  NO:  none.  The motion passed.

TENTATIVE BUDGET 2010-2011:  On motion by Councilman Lorentz, second by Councilman Peterson to adopt the 2010-11 tentative budget.  Motion carried by a unanimous vote of the Council present.

CANVASS VOTES:  On motion by Councilman Lester, second by Councilman Lorentz to canvass the votes at 12:00 p.m. on August 4th for the bond election.  Motion carried by a unanimous vote of the Council present.

ITEMS TO NOTE:  The City’s Bond Election is August 3, 2010, 8:00 a.m. to 8:00 p.m.  The 2010-11 Budget Hearing is September 7, 2010.

Councilwoman DeHaas informed the Council that there would be an ADA Committee meeting on Monday, August 9, 2010 at 4:00 p.m.
