August 26, 2019 Emergency Meeting

City Council met in an emergency session on August 26, 2019 at 3:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy and Public Works Director Mager absent.

PLEDGE OF ALLEGIANCE

DECLARATION OF EMERGENCY: Mayor Lester explained Eimers well went down in June and it is back online. Park Well went down July 21st with a cracked bowl on the pump and is still down. Myrtle Well went down late Saturday night. Due to the two largest wells being out of production, this emergency meeting was called to declare an emergency.

Public Works Director Mager stated Saturday night, public works had a pump fail at Eimers Well. They were able to reset it and get it going. During this issue, the SCADA system was opened which showed Myrtle Well had dropped to no flow. When they arrived on site, the well was trying to run. Staff shut it down but it kept spooling, where normally it would shut down. After troubleshooting from the surface, staff felt it may be a broken shaft. The next morning, the City worked on shutting down all irrigation systems. PumpTech is coming tomorrow to pull it to see what’s wrong and then the City can proceed with repairs. If it’s just a shaft, it should be a quick fix, but until it comes out of the ground the City doesn’t know what’s wrong.

Park well had a crack in the top bowl of the pump and bent shafts. The City plans to replace all of shafts to make sure all is corrected. The bid from Pump Tech is $67,075 to fix Park Well. Because of the emergency of losing Myrtle, the City needs to get this fixed as soon as possible. Pump Tech provided the quote and local companies don’t have the capability to quote the larger wells as they don’t have the correct equipment. Mayor Lester explained to those present, declaring an emergency for the well does not mean the City is in a disaster situation.

On motion by Councilor Grant, second by Councilor Farris to declare an emergency due to the failure of Park and Myrtle Wells, the City’s largest two producing wells. Motion carried by a unanimous vote of the Council present.

Greg Winkler brought up questions on whether the City needed to drill a new well. It was explained drilling a well has been included in the draft water master plan the City has been discussing throughout this past year.

Casey Bruegman asked what business like his needed to do since they need water to operate their business. Mager told him to water the plants today. They City should know more tomorrow.
