February 17, 2015 Regular Meeting

The City Council met in regular session on February 17, 2015 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Administrative Assistant Wasem and Attorney Green. Clerk Kennedy absent.

PLEDGE OF ALLEGIANCE

MINUTES:  The meeting was called to order and the minutes of February 2nd were approved as presented by Councilman Peterson, second by Councilwoman Grant.  Motion carried by a unanimous vote of the Council present.

VISITORSChris Koehler with the Grangeville Farmers Market was present to request the use of Pioneer Park for the Farmer’s Market from July 11th – September 19th.  Councilman Lester made a motion, second by Councilman Peterson to allow the Farmers Market to use Pioneer Park July 11th – September 19th on Saturdays 9am-1pm.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS:  The department had 24 cases written, 14 citations, 4 written warnings and 99 calls for service for January 2015.  The Police and Animal Control Report for January 2015 accepted on motion by Councilman Peterson second by Councilman Winkler.  Motion carried by a unanimous vote of the Council present.  Interviews for Animal Control position will take place tomorrow.

ADA Committee Report:  Councilman Peterson stated the ADA Committee met on January 30th with the normal members.  Dock Stroop complimented the City and said bushes and branches hanging over the sidewalk have been cut back. Mark Gravatt stated up on Meadow, some people are parking trailers over the sidewalks.  Chief Drew stated this was addressed by his department after Mr. Gravatt visited with him.  There was also talk of getting an audible stop light signal as part of the ITD Main Street project at no cost to the City.  Dock stated the one proposed dings constantly and would drive the courthouse employees crazy if they had windows open.  Mark Gravatt was going to look into a different type and get back to the committee.

The Fire Department submitted Minutes for January 6th, 12th and 26th 2015.  Mayor Walker complimented Bob Mager for relaying the Council’s request to the department.  The minutes were very good.

BILLS:  The bills in the amount of $229,862.13 were approved and ordered paid out of their respective funds, on motion by Councilman Lester, second by Councilman Peterson.  Motion carried by a unanimous vote of the Council present.

ORDINANCE NO. 896

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF SECTION 6-2-3(L) OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE RELATING TO DOGS, CATS, AND OTHER ANIMALS PROHIBITED IN CITY PARKS; PROVIDING FOR THE RETENTION OF THE BALANCE OF SECTION 6-2-3; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

Councilwoman Grant made a motion, second by Councilman Lester that the first reading be approved and the ordinance pass to the second reading.  ROLL CALL VOTE:  YES: Dumas, Winkler, Lester, Lane, Grant, Peterson.  NO:  none.  The motion passed.

SURPLUS:  On motion by Councilman Lester, second by Councilman Peterson to surplus the Public Works items as listed.  Motion carried by a unanimous vote of the Council present.

• Old unused Truck mounted Monroe Sander

PLANNING AND ZONING:  On motion by Councilman Lester, second by Councilman Peterson to re-appoint Kevin Asker to a three year term from 3/1/15-2/28/18.  Motion carried by a unanimous vote of the Council present.

WWTP BLOWER:  On motion by Councilman Peterson, second by Councilman Winkler to authorize purchase of a WWTP Blower for $7,948.00.  Motion carried by a unanimous vote of the Council present.

SIDEWALK WAIVER REQUEST:  On motion by Councilman Lester, second by Councilman Winkler to approve an indefinite sidewalk waiver for Blake Furlow at 810 North D Street.  Motion carried by a unanimous vote of the Council present.
