February 18, 2014 Regular Meeting

The City Council met in regular session on February 18, 2014 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Attorney Green, and Clerk Kennedy.

MINUTES:  The meeting was called to order and the minutes of February 3rd were approved as presented by Councilman Peterson, second by Councilwoman Grant.  Motion carried by a unanimous vote of the Council present.

VISITORSMelisa Bryant, Ida-Lew explained she is looking to apply for a grant through USDA to have a study on housing availability.  The application would be to study Grangeville, Nezperce and Craigmont in hopes of attracting developers but also to justify employers being able borrow funds to build their own rental properties.  This study would show proof of need.  Ida-Lew is looking for support from communities; the grant would need 30-35% match to make it viable.  No action was taken by the Council.

Rob Groom with the Knights of Columbus was present to answer questions on the catering permit request.  On motion by Councilman Lorentz, second by Councilman Peterson to approve the catering permit for Grangeville Country Club and the Knights of Columbus for Chocolate Fantasy on March 15, 2014 from 5:00 pm to 12:00 am at Sts. Peter and Paul Activity Center pending proof of state license.  Motion carried by a unanimous vote of the Council present.

WWTP PHASE II UPDATE:  Public Works Director McFrederick stated there are about 75 days left on the contract.  The motor control system and non-potable water system are up and running.  They have started on the plant drain pumps.

On motion by Councilman Lester, second by Councilman Peterson to approve Pay Request #7 to Shannon Industrial for $314,115.60.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS:  The department had 34 cases written, 10 citations, 2 written warnings and 113 calls for service for January 2014.  The Police and Animal Control Report for January 2014 was accepted on motion by Councilman Lester second by Councilman Peterson.  Motion carried by a unanimous vote of the Council present.  The new dodge pickup is in.  The department is waiting on the equipment to come in and then it will be installed and get on road.  The training for Officer Walters and Taser is getting closer.

Webb Memorial Bench – Councilman Lester and Chief Drew have been working on a memorial bench from the police department.  It will be ordered shortly.

The Library Minutes of January 30, 2014 were accepted on motion by Councilman Lorentz, second by Councilman Lester.  Motion carried by a unanimous vote of the Council present.

On motion by Councilman Lester, second by Councilwoman Grant to accept the appointment of Meleah McCulley (2/2019), Bret Rogers (2/2019) and Diana Higgins (1/2019) to the board for terms to expire as shown.  Motion carried by a unanimous vote of the Council present.

Library Director Hosman was present to provide a Library Report to the Council.  Idaho Department of Labor is paying for another new aide for the library.  Teen Tech week is March 9-15.

The Snowhaven Minutes of February 6, 2014 were accepted on motion by Councilman Lester, second by Councilman Peterson.  Motion carried by a unanimous vote of the Council present.

BILLS:  The bills in the amount of $660,177.51 were approved and ordered paid out of their respective funds, on motion by Councilman Lorentz, second by Councilman Lester.  Motion carried by a unanimous vote of the Council present.

PROCLAMATION:  Mayor Walker read the Fair Housing Proclamation and then declared April 2014 Fair Housing Month in the City of Grangeville.

SURPLUS:  On motion by Councilman Peterson, second by Councilman Lester to surplus the roller/packer for the groomer at Snowhaven.  Motion carried by a unanimous vote of the Council present.

CATERING PERMIT:  On motion by Councilman Lester, second by Councilman Peterson to approve the catering permit for TPS Properties d/b/a Oscars Restaurant on February 24th from 4:00 pm -12:00 am at the Blue Fox Theatre for the Association Concert.  Motion carried by a unanimous vote of the Council present.

PAY REQUEST WESTERN CONSTRUCTION:  On motion by Councilman Peterson, second by Councilwoman Grant to approve Pay Request #4 (Final) Western Construction in the amount of $49,793.50.  Motion carried by a unanimous vote of the Council present.
