February 19, 2019 Special Meeting

City Council met in special session on February 19, 2019 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director Mager, Attorney Green and Treasurer Arnzen. City Administrator Kennedy absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the Council minutes of February 4th were approved as presented by Councilor Peterson, second by Councilor Lane. Motion carried by a unanimous vote of the Council present.

VISITORS: Jeff Kutner (standing in for Rachel Young), Grangeville Arts, requested permission to use Pioneer Park for the Summer Concert Series July 11, 18, 25 and August 1. On motion by Councilor Grant, second by Councilor Farris to allow Grangeville Arts to use Pioneer Park for the Summer Concert Series July 11, 18, 25 and August 1. Motion carried by a unanimous vote of the Council present.

Lynda Fox, Syringa EMT was present to provide Spring Fling EMT conference information to the Council. The Spring Fling will be on March 2, 2019. They would like to have life flight land at the high school if weather permits and life flight agrees.

COMMITTEE REPORTS: On motion by Councilor Peterson, second by Councilor Winkler, to accept the Fire Training Minutes of January 14 and 28, 2019. Motion carried by a unanimous vote of the Council present.

WATERSHED TOUR: Mayor Lester stated the Watershed Tour with Northwest Management is scheduled for June 1st starting at 9am. June 8th is an alternate in case the weather is uncooperative on the 1st.

BILLS: The bills, in the amount of $277,630.26 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

RESOLUTION NO. 265

The following resolution was introduced by Councilor Peterson who moved for its adoption. Second by Councilor Winkler.

A RESOLUTION OF THE CITY OF GRANGEVILLE PROVIDING FOR A LAW ENFORCEMENT MUTUAL AID/MUTUAL ASSISTANCE AGREEMENT

ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed. Mayor Lester then declared Resolution No. 265 duly approved and adopted.

GATEWAY ENTRANCE: Public Works Director Mager discussed the need to replace unmaintained shrubbery and replace with pea gravel or lava rock. This will be easier maintenance and less cost. ITD approved this request. Councilor Winkler made a motion, second by Council Grant to replace current shrubery with rock. Motion carried by a unanimous vote of the Council present.

FENCE WITHIN 50’ OF THE CORNER: Casey Patoray, owner, and Franks Towing & Recovery LLC, renter, requested permission to have a chain link fence taller than 3’ within 50’ of the corner at 1000 North Meadow. Public Works Director Mager explained cones were placed along the property representing the fence for the Council to review. On motion by Councilor Winkler, second by Councilor Peterson to allow Casey Patoray/Franks Towing & Recovery LLC to place a fence taller than 3’ within 50’ of the corner at 1000 North Meadow. Motion carried by a unanimous vote of the Council present.

WATERSHED LAND PURCHASE: On motion by Councilor Winkler, second by Councilor Grant to authorize use of Water Timber funds to purchase Watershed property up to $80,000 plus cost of appraisal and our share of closing costs, contingent upon an appraisal value. Motion carried by a unanimous vote of the Council present.

EXECUTIVE SESSION: On motion by Councilor Peterson, second by Councilor Winkler to enter executive session according to Section 74-206 (c) Land Acquisition. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.
