February 2, 2015 Regular Meeting

The City Council met in regular session on February 2, 2015 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Attorney Green, Public Works Director McFrederick absent and Clerk Kennedy.

PLEDGE OF ALLEGIANCE

MINUTES:  The meeting was called to order and the minutes of the January 20th meeting were approved as presented by Councilman Peterson, second by Councilman Lester.  Motion carried by a unanimous vote of the Council present.

PUBLIC HEARING:  A public hearing was held on the bulk water rate proposed increase.  No comments were made.  Hearing closed at 7:33 pm.

COMMITTEE REPORTS:  The Library Minutes of January 15, 2015 were accepted on motion by Councilman Peterson, second by Councilman Winkler.  Motion carried by a unanimous vote of the Council present.

Councilwoman Dumas stated the minutes talked about expansion of the Library.  She called CEDA and talked to Kelli and there is a Community Development Workshop prior to the CEDA Annual Meeting on February 19th.

DOG WASTE STATIONS AT LIONS PARK:  Kevin Asker felt it would be an asset to the Lions Park to have dog waste stations.  Most current dog usage is on the east side of the creek.  He felt three stations would be adequate and would cost approximately $850.00.  Mayor Walker felt the question before the Council was “Does the City want dogs in the park?”  If so, then the City could address the stations.  Chief Drew looked up two years worth of calls and Lions Park has had no complaints, while Pioneer Park had one call.  Historically citizens have used the east side of Lions Park to run dogs.  Public Works Director McFrederick talked to the public works staff and they felt the east side could be designated as a dog area.  Attorney Green would like to look at Boise’s ordinance to see what they use to determine how the ordinance would be worded and what the signs need to say. Councilman Lane suggested doing a pilot study on the east side and see how it works.  Peterson agreed.  Winkler was in favor of designating the east side for dogs.  Councilwoman Grant felt a pilot study was unnecessary.  Attorney Green was directed to draw up an ordinance changing the ordinance.

ORDINANCE NO. 895

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF SECTION 8-5-5 OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE INCREASING BULK WATER RATES BY AMOUNTS THAT EXCEED 105% OF THE CURRENT FEE CHARGES; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilman Lester, second by Councilman Peterson that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted.  ROLL CALL VOTE:  YES: Dumas, Winkler, Lester, Lane, Grant, Peterson.  NO:  none.  The motion passed.  Mayor Walker then declared Ordinance No. 895 duly approved and adopted.

SEWER CONNECTION POLICY REVISION:  Public Works Director McFrederick stated the department is trying to streamline what is in the City ordinance and add it to the policy.  On motion Councilman Lester, second by Councilman Peterson to allow the City to add the revised language to the revised Sewer Service Connection Policy.  Motion carried by a unanimous vote of the Council present.
