February 3, 2020 Regular Meeting

City Council met in regular session on February 3, 2020 at 6:00 P.M. in the Council Chambers of City Hall.

Councilmember absent: Dylan Canaday

City employees present were Attorney Green and City Administrator Kennedy. Chief Drew and Public Works Director Mager absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the Council minutes of January 21st and 23rd were approved as presented by Councilor Peterson, second by Councilor Grant. Motion carried by a unanimous vote of the Council present.

AGENDA AMENDMENT: On motion by Councilor Winkler, second by Councilor Grant to add an Executive Session to the agenda as new information came in after the deadline. Motion carried by a unanimous vote of the Council present.

VISITORS: Cindy Lane and Jamie Everson with the Grangeville Farmers Market requested permission to use Pioneer Park for the 2020 Season from June 20th – Oct 3rd, on Saturdays from 7:30am – 2pm with the market open 9am-1pm. They do not plan to have the market on Thursdays during the concert series and no market on July 4th due to Border Days Events. The 2019 Season went well, with growth in vendors and customers. They received a Grangeville Community Foundation grant to help fund their children’s program and they were able to get four of their banners hung on Main Street. The last two banners will be purchased and displayed this year. On motion by Councilor Winkler, second by Councilor Lane to allow Grangeville Farmers Market to use Pioneer Park from June 20th – Oct 3rd, except July 4th. Motion carried by a unanimous vote of the Council present.

On motion by Councilor Peterson, second by Councilor Winkler to accept the Library Minutes of January 16, 2020. Motion carried by a unanimous vote of the Council present.

RCDI PROGRAM AND CEDA BOARD: Mayor Lester stated Councilor Canaday agreed to serve on the CEDA board. The City agreed to be part of the RCDI program and Administrator Kennedy will attend. Any Council interested and able to attend the training will let Kennedy know.

CATERING PERMIT: On motion by Councilor Winkler, second by Councilor Farris to approve the catering permit for Grangeville Country Club to cater for Chocolate Fantasy at Sts. Peter & Paul School, 330 S B on March 14, 2020 from 5pm-11:30pm. Motion carried by a unanimous vote of the Council present.

ELAINE CREA MEETING ROOM MEMORANDUM WITH LIBRARY: On motion by Councilor Peterson, second by Councilor Lane to approve the memorandum of understanding between the city and Library for the use of the Elaine Crea Meeting Room for an additional three years, to expire February 21, 2023. Motion carried by a unanimous vote of the Council present.

REQUEST FOR FAST CHARGER IN CITY FOR ELECTRIC CARS: A request was submitted by Mr. Bartle of Boise asking the City to install a fast charger for electric cars. Councilor Winkler looked online and a fast charger is about $500 but that doesn’t include the install, electrical or credit card machine to go with it. Councilors Grant and Winkler thought it was a related Chamber issue so they will bring it to the next Chamber meeting. Kennedy stated some of the grant requirements including location close to a highway and access to restaurants or shopping. The City will continue to research the charger.

SURPLUS: The City will be replacing the garbage cans on Main Street with the new ones as budgeted. Councilor Winkler suggested the rodeo grounds for those cans that were still in good enough condition. On motion by Councilor Winkler, second by Councilor Farris to surplus the old garbage cans along Main Street. Motion carried by a unanimous vote of the Council present.

ITEMS TO NOTE: Mayor Lester stated Avista paid for a new reader board on the Courthouse lawn which would be used for community events in place of hanging banners across Main Street. He hopes to have Avista at a future meeting to explain the new board.

EXECUTIVE SESSION: On motion by Councilor Peterson, second by Councilor Winkler to go into Executive Session according to Section 74-206 (c) To acquire an interest in real property. ROLL CALL VOTE: YES: Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.
