City Council met in special session on July 13, 2021 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Chief Newman, Sgt. Quintal, Public Works Director Mager, Librarian Sobrero and Assistant Librarian Brown.
LIBRARY: Sobrero explained she is asking to increase the hourly rate of the aides to start at $9.00/hour in hopes she can keep them working at the library. FOCL has agreed to give $650 for programing.
POLICE AND ANIMAL CONTROL: Chief Newman proposed a 10% salary increase in salaries to stay competitive with Idaho County Sheriff’s department, a new full-time officer, a new desktop computer and a vehicle replacement program. The vehicle replacement program proposed is to have the two patrol vehicles on a three-year lease rotation so the City would never own them and they would always be under warranty. Then the chief and sergeant vehicles would be rotated through on a lease to own, with the vehicles rotating to a spare patrol vehicle.
CITY: Kennedy re-budgeted $4,900 to fix the front of City Hall, and proposed replacement of the Council room carpet and vinyl after moving the Council down from the stage.
RECREATION: Kennedy budgeted the remainder of the Klein funds in case we have a future project. Mager budgeted three tables for the Lions Park $8,000, a John Deere mower $19,000, 1/3 cost of a V-blade for skid steer at $4,200 to be paid out of Street, Park and WWTP, 25% of a new pickup $40,000 budgeted out of Street, Parks, Water and Sewer, and a circulation pump and tarps for the pool.
SNOWHAVEN: The rental shop has $5,000 budgeted to replace adult skis.
SALARIES: Most employees were covered by the salary schedule. The CPI for May 2020 – May 2021 is 5%.
