July 2, 2018 Regular Meeting

The City Council met in regular session on July 2, 2018 at 7:30 P.M. in the Council Chambers City Hall.

Mayor Lester opened the meeting

City employees present were Chief Drew, Attorney Green and Clerk Kennedy. Public Works Maintenance Supervisor Mager and Public Works Director McFrederick absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of June 18th were approved as presented by Councilor Peterson, second by Councilor Winkler. Motion carried by a unanimous vote of the Council present.

VISITORS: Myrna Blackburn was present asking what activities were available for senior citizens since she’s newer to the area. Councilor Grant suggested she try the senior citizens center where they have bingo and dances, the LCSC outreach center for classes or the library.

COMMITTEE REPORTS: A copy of the Fire Training Minutes of 6/11/18 was provided to the Council.

SIDEWALK WAIVER: On motion by Councilor Winkler, second by Councilor Peterson to grant an indefinite sidewalk waiver on Public Works recommendation to Rick Peterson, 404 Nezperce Street. Motion carried by a unanimous vote of the Council present.

FIREWORKS DISCHARGE EXTENSION: On motion by Councilor Grant, second by Councilor Winkler to allow the discharge of fireworks an additional 48 hours (midnight July 7th) to line up with the extension to sell fireworks. Motion carried by a unanimous vote of the Council present.

PARKS AND RECREATION BLOCK GRANT: Mayor Lester explained during one of the comprehensive plan meetings, the City found out there was a Community Development Block Grant for parks the City could apply for. Discussion occurred about possibly using Pioneer Park sidewalks and concrete work as a project. There is concern the prevailing wage requirement could increase the project costs and make the grant not worthwhile. One concrete contractor said it doubles his wages. Another option is to apply for bathrooms at Heritage Square or the Soroptimist Park. Councilor Grant asked if he had talked to McFrederick or Mager as they didn’t want to maintain another bathroom. Mayor Lester stated he just thought of it today and they were unavailable. Councilor Grant liked the idea of a bathroom at the park as it is underutilized. Clerk Kennedy will talk to CEDA and find out if a prefabricated bathroom is allowed and try to get additional information on which could be a better project for next meeting.

BUDGET REQUEST CHANGE: Clerk Kennedy requested permission to purchase new PCs instead of UB2 in this budget year as UB2 has not been scheduled for install and will require a server update prior to purchase. On motion by Councilor Grant, second by Councilor Lane to allow Clerk Kennedy to purchase new PCs instead of UB2. Motion carried by a unanimous vote of the Council present.

ITEMS TO NOTE: 2018-19 Budget Meetings: July 17, 18 and 19 starting at 6pm.

Mayor Lester offered condolences to Mike Peterson for the loss of his mother.
