July 22, 2020 Special Meeting

City Council met in special session on July 22, 2020 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Public Works Director Mager, City Administrator Kennedy and Assistant Fire Chief Perry.

FIRE: Mager budgeted for increases in gas and oil and radio communications. The department applied for the grant for the filling station and it’s still in the process; however, the department has to have updates. Mager budgeted $188,000 to replace the compressor including air packs and cylinders and would like to use Webb funds for the upgrade if the City does not receive the grant.

STREET: Mager budgeted for a BST treatment for WN 3rd and WN 6th. He increased repairs and maintenance auto equipment. He budgeted $100,000 for a dump truck with plow to be split between street, water and sewer. The truck could be new or used. A $100,000 chip seal project was budgeted to chip seal all the BST and blade patched roads from the last year.

RECREATION: Mager increased maintenance for the cross-control program, 3 tables in the Lions Park for $8,000. At the pool, a circulation pump for $13,000 and salt generators for $12,000 were budgeted.

WATER: Mager increased maintenance for the cross-control program. The Environmental Information Document was included in the budget, along with on call engineering. He budgeted $100,000 for a dump truck with plow to be split between street, water and sewer. The truck could be new or used. Two pumps at Hall Street, 2 new sensus handhelds and the generator carryover was budgeted. The water tank project was budgeted in case we get the SRF funding.

SEWER: Mager budgeted $100,000 for a dump truck with plow to be split between street, water and sewer. The truck could be new or used. The Environmental Information Document for sewer was included in the budget, along with on call engineering. At the WWTP, the budget includes three mixer rebuilds, a lift station pump for $13,000, and a walker lawn mower $25,000. The plant has a big yard and it will be used at times in the parks.

SALARY SCHEDULE: Mager proposed a salary schedule for public works. This schedule was added to the City schedule and Kennedy also merged the police schedule. If approved it will be adopted by resolution with the budget in September.

NRCS ROGRAM: Mayor Lester explained Cottonwood received an $18 million project. Lester, Mager and Kennedy had conference call with JUB employees on the program. The City could apply for the grant, up to $25 million and needs to have the local NRCS onboard. Lester had concerns about the creeks in the City and whether the funding could address it. There are multiple creeks running through Grangeville and culverts under buildings. The money could be used to reroute creeks, whether down streets or other, the money could also be used for reuse, so the City could do project at WWTP like a pond, a tank to store water and then use on cemetery at night or dump on hay fields or Lions park. It could also be used at WWTP for land application, or to use the on creek to create a pond with a maximum size to help with flooding. The grant is 100% funded by NRCS other than engineering to apply for application. So far there is no answer on who is responsible for fixing culverts on private property if they fail. Kennedy and Mager stated the concern is fitting in three large projects and being able to stay on top of all of them. The Council felt the City should keep getting information and see when we are ready.
