City Council met in special session on July 22, 2019 at 6:00 P.M. in the Council Chambers of City Hall.
Mayor Lester presided:
City employees present were Public Works Director Mager, City Administrator Kennedy, Chief Drew, Sgt. Quintal and Library Director Sobrero.
WELL UPDATE: Mager provided an update on Park well going down last night. A media blast has occurred asking citizens to conserve water. The water department will monitor well pumping records and consumption closely and will move to restrictions if necessary.
LIBRARY: Sobrero explained she reduced travel, added $1,500 in capital outlay for 1 to 2 new computers and reduced the amount for grants to match up with what they’ve been applying for and receiving.
POLICE AND ANIMAL CONTROL: Chief Drew added $8,000 for possible vacation payout and budgeted step 4 in case the new officer is a lateral. Drew and Kennedy collaborated to utilize Debbie in the part time administrative assistant position to see if it would work this year. If it works, it will save the City a 20 hour/week position.
CITY: Kennedy included the pay increases in the Mayor/Council budget and allowed for two single health insurance coverage in Council benefits. Attorney Green’s pay increase is in the budget for consideration. Kennedy re-budgeted the UB2 software and budgeted UB2 software. Administrative meeting budget was up to include a rate of $50/council meeting rather than $20/council meeting.
RECREATION: Kennedy stated the City had 3 guards get their WSI.
SNOWHAVEN: Kennedy added money under telephone to install a 2nd line for credit cards when the hill is open. The rental shop has $10,000 budgeted to replace skis and boots and $2,000 in tubing hill for new tubes.
SALARIES: Most employees were covered by the salary schedules; however department heads and those not on the schedules should be reviewed annually and a COLA considered based on the consumer price index (CPI). Kennedy suggested always using May – May for consistency. The CPI for May 2018 – May 2019 is 1.8%.
