July 5, 2016 Regular Meeting

The City Council met in regular session on July 5, 2016 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Clerk Kennedy and Attorney Green.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order. Councilwoman Grant stated some discussion was not included in the June 27th minutes. There was discussion on ordinances and not allowing people to appeal on a future the agenda. She felt citizens should be able to be on the agenda. Councilman Winkler stated discussion occurred but no decision was made. After discussion, Clerk Kennedy was asked to revise the minutes to include the discussion and place it on the next agenda.

The minutes of June 20th only were approved as presented by Councilman Peterson, second by Councilman Lester. Motion carried by a unanimous vote of the Council present.

VISITORS: Tera King, Northwest Management was not present.

Brett Madron and Cindy Godfrey with Kids Klub were present to ask the City to sponsor a Community Development Block Grant. They would like to build their own facility at the corner of Court and South A Streets. The Department of Commerce has reviewed their request and has allowed the City to sponsor the grant. The grant would be up to $300,000. They would like to build a building that would house 75 kids rather than 35 kids. They could apply for the maximum $500,000; however, this better maximizes their match. The projected budget is $700,000 with $300,000 used for construction.

The City had discussed at a workshop that if Kids Klub doesn’t get the grant this year and the City has a project to apply for next year, Kids Klub may not get sponsored that year. Kids Klub has $500 budgeted for a low to moderate income survey.

Kelly Dahlquist with CEDA explained the City will have a sub-recipient agreement with Kids Klub and most of the financial management will be taken care of by them. The City will have approximately 1.5 hours/month other than during the initial application stage. The expenses will be minimal and include items such as publication costs.

On motion by Councilman Winkler, second by Councilwoman Farris to have the City of Grangeville sponsor a Block Grant application up to $300,000 for Kids Klub. Motion carried by a unanimous vote of the Council present.

Judy Jeffery, Sew-ciety Quilters, requested permission to hang a banner for the quilt show that happens every two years. They would like to put their banner up when the Border Days banner comes down. Councilman Winkler thought 2.5–3 months was a little long. There was some concern that Relay for Life usually has a banner and their event is over the summer. The City will find out when the Relay for Life is and if they want a banner and let Judy know.

OTHER: Chief Drew questioned why the other departments weren’t notified of the special meeting when police business was going to be discussed. Mayor Walker responded the discussion items were mainly discussion items before budget to have a discussion and be ready for budget meetings. Chief Drew stated he would have liked to have the opportunity to be at the meeting and answer questions rather than not know about the meeting.
