June 18, 2012 Regular Meeting

The City Council met in regular session on June 18, 2012 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Attorney Green and Clerk Kennedy.

MINUTES: The meeting was called to order and the minutes of the May 21st meeting were approved as presented by Councilman Peterson, second by Councilman Lester. Motion carried by a unanimous vote of the Council present.

AGENDA AMENDMENTS: On motion by Councilman Lester, second by Councilman Houger to amend the agenda and add to conditionally grant a transfer of the Liquor License from Ernie’s Steakhouse LLC to Kris Blankenship and grant a catering permit for July 1st – July 3rd for the parking lot of the Man Cave, pending state approval as the City Attorney requested the addition on Monday. Motion carried by a unanimous vote of the Council present.

WWTP PROJECT UPDATE: Brian Peterson and Glenn Sutherland with TML Construction were present and stated the first concrete pour would be tomorrow for the slab and more pours will continue through the fall. The building will go up in the middle of the fall by Holcomb Construction and Blue Water will be the supplier on the equipment.

Jeff McFrederick stated Les Fischer retired. Russell Fleming has a conditional offer for the position and he has a Wastewater III classification.

On motion by Councilman Houger, second by Councilman Peterson to approve Pay Request #1 in the amount of $256,468.86 to TML Construction. Motion carried by a unanimous vote of the Council present.

PERSONNEL HANDBOOK REQUESTS AND RECOMMENDATIONS:

1. Request to increase the amount of sick leave each employee receives, possibly based off Idaho County’s policy.

Recommendation: Leave as is

2. Request to allow employees using the sick bank to keep up to ½ their vacation rather than using all of it.

Recommendation: Leave as is

3. Request to allow employees that donate sick leave to do so before the sick employee completely uses their leave.

Recommendation: Leave as is

4. Request to allow employees to take time off without Pay when they don’t have vacation or comp accrued.

Recommendation: Leave is as. This is actually already addressed in the handbook and is up to Department head approval after vacation has been used. Also further addressed in #11 below.

5. Request to allow employees to use sick time when attending funerals that do not qualify for bereavement leave.

Recommendation: Leave as is.

6. Request for committee to review and discontinue policy on employees that can be on a spouse insurance policy (see pg 12-Health Insurance)

Recommendation: Leave as is. Would like to get a year under the new insurance prior to making changes.

7. Request to allow the police department to accrue vacation is 12 hour days instead of 8 hour days for a total of 120 hours instead of 80 hours.

Recommendation: Leave as is.

8. Request under Temporary Leave of Absence Without Pay (pg 17) to remove “only when all vacation leave has been taken”.

Recommendation: Approve

9. Request to change the amount salaried department heads receive to $20/Council meeting attended.

Recommendation: Approve

10. Request to have the City reimburse at the IRS mileage rate instead of the State mileage rate and remove the “annual review” and have it reviewed at the time the mileage request is paid.

Recommendation: Approve

11. Request to accrue vacation as earned per pay period instead of distributing it January 1st of every year.

Recommendation: Approve – This would take effect immediately for new hires and would also affect the 2 previous employees recently hired.

On motion by Councilman Lester, second by Councilman Peterson to approve the personnel handbook recommendations as submitted by the personnel committee. Motion carried by a unanimous vote of the Council present.

BILLS: The bills in the amount of $330,353.89 were approved and ordered paid out of their respective funds, on motion by Councilman Lester, second by Councilman Peterson. Motion carried by a unanimous vote of the Council present.

CATERING PERMIT: On motion by Councilman Houger, second by Councilman Peterson to approve a catering permit for the Man Cave for July 1-3, 2012. Motion carried by a unanimous vote of the Council present.

NEW LICENSE AND CATERING PERMIT: On motion by Councilman Lester, second by Councilman Peterson to conditionally grant a transfer of the Liquor License from Ernie’s Steakhouse LLC to Kris Blankenship and to grant a catering permit for July 1st – July 3rd for the parking lot of the Man Cave, pending state approval. Motion carried by a unanimous vote of the Council present.

ORDINANCE NO. 875

(Ordinance No. 875 in its entirety on file in the City’s Ordinance File)

AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, AUTHORIZING AND PROVIDING FOR THE ISSUANCE OF A SEWER REVENUE BOND, SERIES 2012, IN THE PRINCIPAL AMOUNT OF $3,500,000, FOR THE PURPOSE OF FINANCING THE ACQUISITION, CONSTRUCTION AND INSTALLATION OF IMPROVEMENTS TO THE SANITARY SEWER SYSTEM OF THE CITY OF GRANGEVILLE; DESCRIBING THE BOND; PROVIDING FOR THE COLLECTION AND DISPOSITION OF REVENUES; PROVIDING FOR THE PAYMENT OF THE PRINCIPAL OF AND INTEREST ON THE BOND; ESTABLISHING FUNDS AND ACCOUNTS; PROVIDING COVENANTS RELATING TO THE BOND; PROVIDING FOR THE SALE OF THE BOND TO THE UNITED STATES OF AMERICA; PROVIDING FOR RELATED MATTERS; AND PROVIDING AN EFFECTIVE DATE

On motion by Councilman Lester, second by Councilman Houger to waive the three readings and read the sewer bond ordinance by title only. Motion carried by a unanimous vote of the Council present.

The Ordinance was read by title only.

On motion by Councilman Lester, second by Councilman Peterson to adopt Ordinance No. 875 and move for its passage and adoption. ROLL CALL VOTE: YES: Dumas, Houger, Lester, Peterson. NO: none. The motion passed. Mayor Walker then declared Ordinance No. 875 duly approved and adopted.

Councilman Lester made a motion, second by Councilman Peterson to publish the Summary of Bond Ordinance No. 875. Motion carried by a unanimous vote of the Council present.

RESOLUTION NO. 228

The following resolution was introduced by Councilman Lester who moved for its adoption. Second by Councilman Houger.

A RESOLUTION OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, AUTHORIZING THE ISSUANCE OF A BOND ANTICIPATION NOTE PENDING THE ISSUANCE OF A SEWER REVENUE BOND; PROVIDING A FORM OF THE BOND ANTICIPATION NOTE; PROVIDING FOR THE MANNER OF ISSUANCE OF THE NOTE; PROVIDING FOR THE PAYMENT OF THE PRINCIPAL THEREOF AND THE INTEREST THEREON; PROVIDING TERMS, COVENANTS, AND OTHER MATTERS RELATING THERETO; AND PROVIDING AN EFFECTIVE DATE

ROLL CALL VOTE: YES: Dumas, Houger, Lester, Peterson. NO: none. The motion passed. Mayor Walker then declared Resolution No. 228 duly approved and adopted.

RELAY FOR LIFE BANNER: On motion by Councilman Lester, second by Councilman Peterson to allow Relay for Life to hang a banner across Main Street, after the Border Days banner comes down until the event is over July 21st. Motion carried by a unanimous vote of the Council present.

SURPLUS: On motion by Councilman Peterson, second by Councilman Houger to surplus the Sensus Touch read gun, Model #AR 4090 B, Serial #19111 with pit probe and charger. Motion carried by a unanimous vote of the Council present.

FOREST SERVICE AND HIRING OF AN ECONOMIST: Councilwoman Dumas explained that two of the three commissioners are not opposed to the Forest Service move, and neither are the congressional delegation. They have stated they would be more likely to get on board if they could see some hard numbers that would disprove the Forest Service’s alleged savings. The Grangeville Forest Service Retention Committee is recommending the hiring of an economist to provide an analysis on the Forest Service decision. The committee through Councilwoman Dumas asked the City to authorize funds up to a maximum amount for an economist to provide an analysis on the Forest Service move. Mayor Walker felt the City would need to know what the analysis would provide prior to authorizing funds. Councilman Houger felt the City didn’t have funds, there is no support from the county, state or federal officials and the City would be wasting money because of that. Mayor Walker restated the City would need to see additional information before making a decision.

INLAND CELLULAR TOWER: Councilman Lester made a motion, second by Councilman Houger to allow Syringa Hospital to co-locate on Inland Cellular’s tower on city property on the mountain. Motion carried by a unanimous vote of the Council present.

ITEMS TO NOTE: The Budget Meetings are scheduled for July 9th, 17th and 18th.
