June 20, 2022 Regular Meeting

City Council met in regular session on June 20, 2022 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Public Works Director Mager, and Chief Newman absent. Attorney Green absent.

MINUTES: The meeting was called to order and the Council minutes of June 6th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

VISITORS: Tim McDonald, Ida-Lew provided a request for funding as the grant requires matching cash. He currently is working on 3 GEM grants, 3 block grants, EV charging station grants, career fairs for students in 7 districts and a career expo in September. Ida-Lew needs more money, and Tim is asking for the City to up their amount from $2,000 to $4,000. Ida-Lew’s biggest source of money is from the Department of Commerce at $30,000, with a $15,000 matching cash fund.

POLICE AND ANIMAL CONTROL REPORT: Chief Newman reported the City had 113 calls for service and 37 reports taken. Officer Brainard has resigned. Officer Brown has taken a position in August with Post Falls. Officer Vance will be back in August from the academy.

PUBLIC WORKS REPORT: Public Works Director Mager stated Pumptech was here to work on Spencer Well. It didn’t run and they discovered the motor was fractured. They should be back in 30 days. In the meantime, Eimers Well went down. They will bring a pump for Eimers when they come back. The flooding by the shop and Lions Park is done. They have been working on installing culverts and weed spraying between storms. They will be street painting next week. The curb and gutter project by Vista View Apartments will start in the next couple weeks. The skatepark equipment is out of powder coat and they hope to install it right before the 4th. The next piece scheduled for repair will be removed during the install of the repaired one.

LIBRARY MINUTES: On motion by Councilor Peterson, second by Councilor Lane to accept the Library Minutes of June 14, 2022. Motion carried by a unanimous vote of the Council present.

ON STREET PARKING OF TRAILERS 9-2-15: Mayor Lester provided a brief overview of the current trailer ordinance. The ordinance covers trailers only and limits them to 24-hour parking on the street; however if they are moved every 24 hours, they are ok. If they get a warning and move the trailer and then repark, the time resets.

Chief Newman stated some cities set a time limit and everything must move within a set time period. Every place he researched does it different. Some make them move it 500’ – 600’ away which would be a couple blocks in Grangeville. The City’s ordinance doesn’t allow the vehicle to be towed. The department can issue a citation but cannot force the trailer to move. Chief Neman stated with a revised ordinance he would like to have the means to move the vehicle.

Mayor Lester stated there are multiple issues, everything from cars, to trailers to work vehicles; however right now the City is only addressing trailers parking on the street.

Councilor Lane questioned how many people move it slightly. Chief Newman stated they have citizens hook the trailer up and move it a little bit or they take the horse trailer in the morning and then come back later in the same day.

Mayor Lester asked for any public comment.

Bernie Bruegeman, 513 Dawn Drive, stated the neighborhood has cargo trailers, trailers with junk on them and they are parked on the street all the time. They come and go but they keep coming back. Other people have heavy equipment. He would like the neighborhood cleaned up.

Lance Delgado 636 Dawn Drive felt there was a side issue of those that run businesses out of their home and parking company vehicles on the street. If people are parked on both sides of the street it gets very narrow. Snow plowing is also an issue. On the permitting process it says “shall” and he felt it could be changed to “may permit” and they should show cause why it should be there. Some trailers are used for storing junk and others bring in heavy equipment on low boy.

Councilor Grant stated trailers are a problem and the public comments have valid points. Councilor Winkler agreed the problem is all over town. There are ATV trailers and boats everywhere that don’t move.

Mayor Lester stated most of our streets are narrow and with trailers on both sides of the street it becomes narrower. Each police chief has tried to enforce it over the years, but citizens move the trailer and then the time starts over. There is no fulltime ordinance officer, so the officers try to notice and keep track of where they are. Lester stated we live in a recreational area where people may have ATVs, snowmobiles, boats, and other trailers and not everyone has a lot that allows off street parking for trailers. Trailers on the street are also an obstacle for the garbage company. The question is what do you do with it?

Bernie Bruegeman stated years ago, he was notified by police to get his boat off the street. He got it moved onto his property and then the following year, put in an access to the property. He suggested getting something in the paper to tell people to move the trailers off the street. Then if they don’t, give them a warning and/or a ticket.

Robin Evans, South 1st by B&B Bargain stated she just moved back from Nevada. She tried to park her RV behind the house on the RV pad but with all the fences and length of her RV, she can no longer park it in the back where it used to be. She has been looking for 3 months for somewhere to park the RV. There was 1 spot left at State Street Storage but her RV is too long. She thinks this could be a problem for others. Her sister and brother in law move their RV to Kamiah every year as there is no secure storage available at Grangeville. She questioned what are the options if people can’t park on the street?

City Administrator Kennedy read the written correspondence as summarized.
• Mitch Rauch, 530 Dawn Drive – He was concerned about the neighbor that parks three trailers on the street which causes a bottle neck. He would like no parking of trailers on city streets.
• Paul Eimers, 644 Dawn Drive – He disapproves parking of trailers on Dawn Drive. The congestion and decreased visibility create an environment that could lead to injury. He would also like the City to look into the use of vehicles, not just trailers that are used for commercial purposes in residential areas.
• Dean Huibregtse, 519 Dawn Drive – He stated they have had new neighbors move in to the Blewett Addition that are not considerate in parking on streets. He suggested the following changes: allow trailers attached to a vehicle to park 3 days on the street while those not attached to a vehicle could park 2 days. If a waiver is allowed, limit to 3 per trailer per calendar year, and trailers with junk should not be allowed,

BILLS: The bills, in the amount of $221,709.34 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Grant. Motion carried by a unanimous vote of the Council present.

BEER AND WINE LICENSES: On motion by Councilor Winkler, second by Councilor Peterson to approve the applications submitted by the following businesses for wine and beer license by the package.

• Family Dollar Inc d/b/a Family Dollar Store #32040
• Rae Brothers Sporting Goods Inc d/b/a Rae Brothers Sporting Goods

ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. Motion carried.

CATERING PERMITS: On motion by Councilor Winkler, second by Councilor Peterson to approve the catering permit for the Trails Restaurant & Lounge for Border Day’s Street dance and beer garden in the Trails parking lot at 101 E Main Street, July 1, 2022 – July 2, 2022, 11:00 am – 2:00 am. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. Motion carried.

On motion by Councilor Winkler, second by Councilor Peterson to approve the catering permit for Seasons Restaurant for the cornhole tournament at 125 Greenacres Lane July 3, 2022 10:00 am – 7:00 pm. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. Motion carried.

SWIM TEAM AGREEMENT: On motion by Councilor Grant, second by Councilor Lane to approve the revised Grangeville Swimming Pool Policy for swim team for 2022. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. Motion carried.
