June 21, 2021 Regular Meeting

City Council met in regular session on June 21, 2021 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Chief Newman, Public Works Director Mager and Attorney Green.

MINUTES: The meeting was called to order and the Council minutes of June 7th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

PUBLIC WORKS REPORT: Public Works Director Mager stated they’ve been working on water services for new construction. The pool is running, crosswalks are being painted and they are getting ready for 4th of July. They have done tons of concrete work, sickle mowing and are scheduling more water and sewer services. They have the skateboard park stuff painted but haven’t picked it up. Spencer well is not working as the pump was damaged in shipping. They will get a new one ordered and will bring it up with a new pump and motor.

POLICE AND ANIMAL CONTROL REPORT: The department had 122 calls for service and 23 cases written for May 2021. It is getting very busy in town.

FIRE MINUTES: On motion by Councilor Peterson, second by Councilor Lane to accept the Fire Minutes of May 10th and 24th, 2021. Motion carried by a unanimous vote of the Council present.

BILLS: The bills, in the amount of $202,430.80 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

CURB, GUTTER AND SIDEWALK DISCUSSION: Attorney Green drafted an ordinance for Council consideration to revise the requirements for sidewalks but raising the limit to $75,000 and to add curb and gutter requirements to the ordinance. It will be on the next agenda.

BEER LICENSE: On motion by Councilor Grant, second by Councilor Winkler to approve the beer license for Grangeville Border Days Inc d/b/a Grangeville Border Days. Motion carried by a unanimous vote of the Council present.

CATERING PERMIT: On motion by Councilor Winkler second by Councilor Peterson to approve the catering permit for The Trails Restaurant and Lounge, 101 E Main, to serve in the parking lot for the street dance and beer garden on July 2nd and 3rd, 2021 from 11am to 1am. Motion carried by a unanimous vote of the Council present.

PROFESSIONAL SERVICES CONTRACT FOR GRANT: On motion by Councilor Peterson, second by Councilor Winkler to approve the professional services contract with Walter M. Steed & Associates for project administration on a Community Development Block Grant. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

AUDIT ENGAGEMENT: On motion by Councilor Peterson, second by Councilor Lane to approve the audit engagement letter with Zwygart John & Associates for fiscal year ending 9/30/21 for $19,900. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

ITEMS TO NOTE:
• Budget Meetings – July 13, 14 and 15, 2021 at 6pm
• June 21, 2021 – A tour of the pool facility and the WWTP will follow immediately after the meeting.
• July 6, 2021 – A tour of Snowhaven will follow immediately after the meeting.

 

TOUR – POOL AND WWTP: The Mayor, Council and staff attended a tour of the pool facility and WWTP following regular business.
