June 3, 2013 Regular Meeting

The City Council met in regular session on June 3, 2013 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Attorney Green, and Clerk Kennedy.

MINUTES:  The meeting was called to order and the minutes of the May 20th meeting were approved as presented by Councilman Peterson, second by Councilman Lester.  Motion carried by a unanimous vote of the Council present.

AGENDA AMENDMENT:  On motion by Councilman Lester, second by Councilman Peterson to amend agenda to add signing of the contract with Larry Annen for the Operator Services Agreement for WWTP, as the contract was received today.  Motion carried by a unanimous vote of the Council present.

VISITORSRachel Young, Grangeville Arts, visited with Carla Wilkins from LCSC.  LCSC has a historical speaker and they would like to have him at the park the week after the last Concert Series, August 15th.  Grangeville Arts would help advertise with their Concert Series.  Councilman Lester made a motion, second by Councilman Peterson to allow Grangeville Arts and LCSC Outreach to use Pioneer Park for historical presentation as Toussaint Charbonneau.  Motion carried by a unanimous vote of the Council present.

CATERING PERMIT ROOKIES SPORTS BAR:  On motion by Councilman Lorentz, second by Councilwoman Grant to grant Chris Blankenship d/b/a Rookies Sports Bar LLC a catering permit for her parking lot for July 4, 5, 6, 2013.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS:  The department had 37 cases written, 34 citations, 3 written warnings and 134 calls for service for May 2013.  The Police and Animal Control Report for May 2013 was accepted on motion by Councilman Lester second by Councilman Houger.  Motion carried by a unanimous vote of the Council present. Chief Drew and Sgt. Beene attended some free training by the state and received some good information.

WELLHEAD PROTECTION PLAN:  Attorney Green explained he had a first draft on removing the drilling of wells, but it conflicted and wouldn’t work.  He has re-worked it and it makes it more clear that it may be allowed in certain situations.  A draft will be sent out for the Council’s review.  The Wellhead Protection Plan was adopted by County with the Area of Impact Ordinance, so revisions will need to be adopted by the County as well.

CHIP SEAL BID:  The City received two bids as follows:

C&A Paving   $2.05/square yard   $139,400.00
Poe Asphalt  $1.92/square yard  $130,560.00

On motion by Councilman Lester, second by Councilman Peterson to accept the chip seal bid in the amount of $130,560.00.  Motion carried by a unanimous vote of the Council present.

OPERATOR CONTRACT FOR WWTP: The contract with Larry Annen is for $1,200/month plus $50.00/hour for travel and onsite time and can be cancelled with 14 day written notice.  Larry is out of Orofino and has a Level 4 Certification.  On motion by Councilman Lester, second by Councilman Lorentz to authorize signing of the contract with Larry Annen for Operator Services Agreement for the WWTP pending him getting his liability insurance. ROLL CALL VOTE:  YES: Dumas, Houger, Lester, Lorentz, Grant, Peterson.  NO:  none.  Motion carried.

Public Works Director McFrederick explained Les Fischer has agreed to work for the City on a part time basis when the City needs him to cover.

ITEMS TO NOTE:  The Council received copies of the CEDA in Motion Newsletter and the Idaho Community Trees Brochure.
