June 6, 2016 Regular Meeting

The City Council met in regular session on June 6, 2016 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Clerk Kennedy and Attorney Green.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of May 16th and May 23rd were approved as presented by Councilman Peterson, second by Councilman Winkler. Motion carried by a unanimous vote of the Council present.

VISITORS: Captain James Anderson with the National Guard presented a warranty deed for the Armory to correct the correct deed from the 1950s. All the paperwork has been reviewed at the state level. After the City signs he’ll collect the remaining signatures and mail the original copy back to the City. Attorney Green previously reviewed the documents and Public Works Director had no issues.

On motion by Councilman Peterson, second by Councilman Winkler to authorize the Mayor to sign the warranty deed. Motion carried by a unanimous vote of the Council present.

Cpt. Anderson provided an update on the rumor of the armory closures in the news. At this time they plan to stay in Grangeville.

BORDER DAYS ROYALTY: Anna Wren, 2016 chaperon introduced Queen Maggie Chmelik and Princess Hailey Russell. Maggie and Hailey invited everyone to attend Grangeville Border Days and then highlighted the different events.

FLAG RETIREMENT CEREMONY: On behalf of Grangeville Elks and Boys Scouts Troop 555, Kevin Asker asked permission to hold a flag retirement ceremony on Flag Day, June 14th. They would like to start around 6pm and use Heritage Square. Kevin passed around a picture of the fire pit they plan to use. Councilman Peterson stated the fire pit has holes in the bottom so something will need to be constructed to catch any drips during burning. On motion by Councilman Winkler, second by Councilwoman Farris to allow Kevin Asker use of Heritage Square for a flag retirement ceremony at 6pm on June 14th. Motion carried by a unanimous vote of the council present.

Kevin also stated as an Eagle Scout project, Ben Lothspeich constructed a flag depository for used flags. It’s at Gortsema Motors right now to view, however they are looking for a location to place it. The first choice would be the Veteran’s Garden with other options being Heritage Square, City Hall or the Elks Lodge. It would be maintained by the Elks Lodge. President Lester recommended bringing pictures and coming back to another meeting.

PROPOSAL FOR ADDITIONAL ITEMS AT BORDER DAYS: Mary Beth Meyers was not present; however Jody Hoogland and Melinda Hall, representing the Merchants Committee, provided a handout to the Council with ideas to add to Border Days downtown. The intent is to keep more people in the downtown area, rather than people leaving after the street sports.

Border Days is run by Border Days, not the City. Councilman Winkler stated Border Days is a planned event. He thought they had great ideas but felt they needed to approach Border Days early in the year around January. He personally doesn’t have a problem adding things to the street sports but Border Days Committee would have to authorize it. Councilman Winkler asked Chief Drew how much longer the department would be able to keep the temporary road closure. Chief Drew thought he could keep it closed another 30-45 minutes. Councilman Winkler told Melinda and Jody to pick 2 events from their list that would last no longer than 30 minutes. He will present them to Border Days Committee at their Thursday night meeting to add this year.

Melinda also brought up Oktoberfest; the Merchant Committee would like to bring it back. It was suggested to get on the next agenda since Oktoberfest wasn’t on the current agenda.

COMMITTEE REPORTS: The Library Minutes of February 18th and May 26th, 2016 were accepted on motion by Councilman Peterson, second by Councilwoman Grant. Motion carried by a unanimous vote of the Council present.

DESTRUCTION OF RECORDS: Clerk Kennedy explained she has gone through various records to provide the list of items for destruction based upon the adopted Records Retention schedule.

RESOLUTION NO. 247

(Resolution No. 247 in its entirety on file in the City’s Resolution File)

The following resolution was introduced by Councilman Peterson who moved for its adoption. Second by Councilman Winkler.

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF GRANGEVILLE, IDAHO COUNTY AUTHORIZING DESTRUCTION OF RECORDS.

ROLL CALL VOTE: YES: Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed. President Lester then declared Resolution No. 247 duly approved and adopted.

SIDEWALK WAIVER REQUEST: On motion by Councilman Winkler, second by Councilman Peterson to approve an indefinite sidewalk waiver for Matt Brady at 1512 Crooks Street. Motion carried by a unanimous vote of the Council present.

BEER GARDEN: On motion by Councilman Peterson, second by Councilwoman Grant to approve the Beer Garden application for July 1st – July 4th, 2016 for Grangeville Border Days at the rodeo grounds. Motion carried by a unanimous vote of the Council present.
