June 7, 2021 Regular Meeting

City Council met in regular session on June 7, 2021 at 6:00 P.M. in the Council Chambers of City Hall.

Councilmember absent: Scott Winkler

City employees present were Chief Newman, City Administrator Kennedy, Public Works Director Mager and Attorney Green.

MINUTES: The meeting was called to order and the Council minutes of May 17th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

CEDA – ARPA FUNDS REQUEST FOR BROADBAND: The Council discussed CEDA’s request for 10% of the ARPA funds we would receive, to be used for a dark fiber line. Councilor Grant felt it is needed on the prairie. Councilor Canaday stated other cities have given less than 10% however he didn’t know how much. Mayor Lester stated this would provide redundancy and connectivity to our area and it is important. Councilor Peterson questioned if we would base it off the payment received or the total we should receive. Kennedy felt it should only be the percentage of the payment received. Councilor Lane felt it was important and the City should support it.

On motion by Councilor Grant, second by Councilor Peterson to give 10% of ARPA funds received to CEDA’s broadband proposal. ROLL CALL VOTE: YES: Canaday, Farris, Lane, Grant, Peterson. NO: none. The motion passed.

GRANT ADMINISTRATOR: On motion by Councilor Peterson, second by Councilor Lane to approve Walter M. Steed and Associates as the City’s grant administrator for the water and sewer project, based upon the RFP ranking sheets. ROLL CALL VOTE: YES: Canaday, Farris, Lane, Grant, Peterson. NO: none. The motion passed.

CATERING PERMIT: On motion by Councilor Farris, second by Councilor Canaday to approve the catering permit for The Rib Guy and Gal LLC to cater a benefit for Jeff & Tommiann Day at the Eagles Lodge on June 26, 2021 from 4pm – 12:00 am. Motion carried by a unanimous vote of the Council present.

ORDINANCE NO. 947 AMENDED

(Ordinance No. 947 AMENDED in its entirety on file in the City’s Ordinance File)

AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, TO EXTEND THE CORPORATE LIMITS OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, SO AS TO INCLUDE CERTAIN AREAS WITHIN THE INCORPORATED LIMITS OF THE CITY OF GRANGEVILLE BY ANNEXATION, BASED UPON THE REQUEST OF THE PROPERTY OWNERS THAT THE PROPERTIES HEREIN DESCRIBED BE ANNEXED; DESCRIBING THEREIN, BASED UPON THAT REQUEST, THE ZONING CLASSIFICATION OF THE ANNEXED AREAS; THAT ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH ARE HEREBY REPEALED; TO MAKE THE ORDINANCE EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION; and, TO PROVIDE FOR THE PUBLICATION OF THE ORDINANCE AND TO ALLOCATE THE COSTS OF ANNEXATION; and,

On motion by Councilor Peterson, second by Councilor Canaday that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Canaday, Farris, Lane, Grant, Peterson. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 947 Amended duly approved and adopted.

180 DAY CAMPER PERMIT: On motion by Councilor Farris, second by Councilor Canaday to approve a 180 day permit for Pete Bruzas to live in a camper while building a shop/office at 1015 Middle Street. Motion carried by a unanimous vote of the Council present.

ITEMS TO NOTE: Budget Meetings – July 13, 14 and 15, 2021 at 6pm

Mayor Lester stated there will be two tours for budget after the next two meetings: Snowhaven, Pool and WWTP. We won’t consider going to the watershed until at least September if we decide to do a tour.
