March 2, 2015 Regular Meeting

The City Council met in regular session on March 2, 2015 at 7:30 P.M. in the Council Chambers of City Hall.

PLEDGE OF ALLEGIANCE

MINUTES:  The meeting was called to order and the minutes of the February 17th meeting were approved as presented by Councilman Peterson, second by Councilwoman Grant.  Motion carried by a unanimous vote of the Council present.

VISITORS:  Louise Ellenberg with the Hope Center was present to ask for a police escort and banner for the Walk for Life May 9th.  On motion by Councilman Lester, second by Councilman Peterson to allow the Walk for Life on May 9th and to approve the banner request from May 1st to May 11th.  Motion carried by a unanimous vote of the Council present.

Rachel Young requested permission to use Pioneer Park for the Summer Concert Series.  On motion by Councilwoman Grant, second by Councilman Peterson to allow  Grangeville Arts to use Pioneer Park for the Summer Concert Series on July 9 , 16, 23, 30 and August 6 and 13th.  Motion carried by a unanimous vote of the Council present.

Kristy Beckstead requested permission to hang ribbons and a banner for Sexual Assault Awareness month in April and Domestic Violence Awareness month in October.  She would like to hang the jean banner from April 27th – May 1st.  On motion by Councilman Lester, second by Councilman Peterson to allow the teal ribbons and banner to be hung in April for Sexual Assault Awareness Month and to hang the purple ribbons in October for Domestic Violence Awareness Month.  Motion carried by a unanimous vote of the Council present.

CEDA: Christine Frei and Debbie Smith were present to talk about available Community Planning options.  There is the Idaho Rural Partnership Community Survey, a Community Strategic Plan or review and revision to the Grangeville Comprehensive Plan.  CEDA is available to help plan if the City is interested.

COMMITTEE REPORTS:  The Snowhaven Minutes of January 16, 2015 and February 19, 2015 were accepted on motion by Councilman Peterson, second by Councilman Lester.  Motion carried by a unanimous vote of the Council present.

ORDINANCE NO. 896

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF SECTION 6-2-3(L) OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE RELATING TO DOGS, CATS, AND OTHER ANIMALS PROHIBITED IN CITY PARKS; PROVIDING FOR THE RETENTION OF THE BALANCE OF SECTION 6-2-3; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilman Peterson, second by Councilman Lester, that the rules be suspended, the second and third reading be waived and the ordinance be passed and adopted.  ROLL CALL VOTE:  YES: Dumas, Winkler, Lester, Lane, Grant, Peterson.  NO:  none.  The motion passed.  Mayor Walker then declared Ordinance No. 896 duly approved and adopted.

ORDINANCE NO. 897

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF SECTION 6-2-9 OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE RELATING TO PENALTY FOR VIOLATION; PROVIDING FOR THE RETENTION OF THE BALANCE OF SECTION 6-2-9; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilman Lester, second by Councilman Peterson that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted.  ROLL CALL VOTE:  YES: Dumas, Winkler, Lester, Lane, Grant, Peterson.  NO:  none.  The motion passed.  Mayor Walker then declared Ordinance No. 897 duly approved and adopted.

It was noted there would be three dog waste stations on the east side of park as proposed by Kevin Asker.  Kevin and the City will split the cost of the stations.

PLANNING AND ZONING:  Mayor Walker appointed Lance McColloch to a three year term with Planning and Zoning.  On motion by Councilman Lester, second by Councilman Winkler to accept the Mayor’s appointment of Lance McColloch to a three year Planning and Zoning term from 3/2/15-3/2/18.  Motion carried by a unanimous vote of the Council present.

WRITE OFFS:  On motion by Councilman Lester, second by Councilman Peterson to approve the write off accounts for 2014 in the amount of $1,116.26.  Motion carried by a unanimous vote of the Council present.

SIDEWALK WAIVER:  Councilman Lester stated the property to the south has sidewalks and only one property to the north doesn’t have sidewalks.  There is a ditch from Les Schwab, but there is still a sidewalk on the homeowner’s side of the street.  Most properties have sidewalks.  On motion by Councilman Lester, second by Councilman Peterson to deny the request by Jerry May at 214 North Florence.  Motion carried by a unanimous vote of the Council present.  It was noted the driveway will have to have a sidewalk and the homeowner should work with Public Works Director McFrederick to determine the placing of the sidewalk.

LETTER OF SUPPORT: Councilwoman Dumas explained the Department of Labor is looking at closing the Grangeville office.  The original plan was to keep one person in a relocated building with no computers and only open 20 hours per week.  The lack of computers would put a lot of pressure on the Library and LCSC outreach.  Depending on the announcement that should be coming out soon, maybe the City would be interested in writing a letter of support to keep the Department of Labor in Grangeville.

CATERING PERMIT:  On motion by Councilman Lester, second by Councilman Peterson to allow the Grangeville Country Club to cater Chocolate Fantasy on March 14, 2015 from 6:00 pm – 12:00 a.m. Motion carried by a unanimous vote of the Council present.

EXECUTIVE SESSION: On motion by Councilman Peterson, second by Councilwoman Grant to go into Executive Session according to Section 67-2345 (b) personnel.  ROLL CALL VOTE:  YES: Dumas, Winkler, Lester, Lane, Grant, Peterson.  NO:  none.  The motion passed.

The Council returned to regular session.  No action was taken.
