March 2, 2020 Regular Meeting

City Council met in regular session on March 2, 2020 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Attorney Green, Public Works Director Mager and City Administrator Kennedy. Chief Drew absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the Council minutes of February 18th were approved as presented by Councilor Peterson, second by Councilor Winkler. Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS: On motion by Councilor Peterson, second by Councilor Grant to accept the Planning and Zoning minutes from February 25, 2020. Motion carried by a unanimous vote of the Council present.

VARIANCE APPLICATION CITY GATES CHURCH: On motion by Councilor Lane, second by Councilor Grant to approve the variance application by City Gates Church, 121 E N 2nd, to build a porch that would be entirely in the front yard setback. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

WATER MASTER PLAN: Public Works Director Mager explained the plan has the direction the Council had chosen at previous meetings included. This is a living document and can be changed; however it provides a guide for the City. On motion by Councilor Winkler, second by Councilor Peterson to adopt the City of Grangeville Water Mater Plan dated February 2020. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

WATER AND SEWER EQUITY BUY IN: City Administrator Kennedy read the draft of the ordinance, changing the buy in to be charged per structure instead of equivalent residence. This change is to encourage development and growth. Councilor Winkler questioned if a resident built a new shop on their property by their house and added a bathroom to their shop, would they need to pay a new buy in. Under the revision, they would pay a buy in. The City felt if they added living quarters to the shop it should, however a bathroom should not. Attorney Green asked why they couldn’t just charge one buy in per lot instead of structure. The Council decided to have the ordinance changed to read a buy in per lot and have a revision at the next meeting.

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF PARTS OF CHAPTER 8 OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE RELATING TO THE EQUITY BUY IN FEES FOR SEWER AND WATER; PROVIDING FOR THE AMENDMENT OF CODE SECTION 8-5-3(F)(6)(b) EQUITY BUY IN FEE FOR A NEW SEWER CONNECTION; PROVIDING FOR THE AMENDMENT OF CODE SECTION 8-5-4(D) EQUITY BUY IN FEE FOR A NEW WATER CONNECTION; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

EXECUTIVE SESSION: On motion by Councilor Peterson, second by Councilor Grant to go into Executive Session according to Section 74-206 (c) To acquire an interest in real property. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

The Council returned to regular session. No action was taken.
