March 4, 2019 Regular Meeting

The City Council met in regular session on March 4, 2019 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, City Administrator Kennedy, Attorney Green and Public Works Director Mager.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of February 19th were approved as presented by Councilor Peterson, second by Councilor Grant. Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS: Public Works Report – Public Works Director Mager stated the last month has been spent plowing snow. He hired Kaschmitter one time to haul Main Street. They are working on storm drains now.

COUNTRY CLUB AGREMENT AND WATER TESTING: Mager stated the well house at the Country Club is not up to City standards. He would like the Country Club to take their own tests and send the results to the City as required in the agreement. He doesn’t want DEQ to think the City is in charge of the Country Club so it’s not on the sanitary survey. He would like them to work like Snowhaven where they take their own tests. It is a new well house, but no concrete floor or floor drains. The City’s standards are to keep a well house clean enough to eat in. Mayor Lester stated the concern he has is the City wouldn’t know where the sample was being taken from. They could take the sample from anywhere, including not at the golf course. Councilor Grant stated the well is a City asset, the City owns the water right. She felt they need to bring their wellhouse up to City standards with a solid floor, roof, floor drains and backflow devices. Councilor Winkler felt the City could provide them with 3-5 years to bring it up to City standards. Mager will visit with their President.

ORDINANCE NO. 930

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF SECTION 8-5-3(F)(6)(e) OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE MODIFYING THE DESCRIPTION OF THE SEWER EQUITY BUY IN FEE; PROVIDING FOR THE “EQUITY BUY IN FEE” FOR THOSE DESIRING TO CONNECT TO THE GRANGEVILLE MUNICIPAL SEWER SYSTEM; RETAINING THE ORDINANCES OR PARTS OF ORDINANCES YET UNAMENDED; PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION; PROVIDING FOR AN EFFECTIVE DATE; AND, PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

On motion by Councilor Peterson, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Canaday, Winkler, Farris, Lane, Grant, Peterson. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 930 duly approved and adopted.
