May 21, 2012 Regular Meeting

The City Council met in regular session on May 21, 2012 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Attorney Green and Administrative Assistant Nielsen.  Clerk Kennedy was absent.

MINUTES:  The meeting was called to order and the minutes of the May 7th meeting were approved as presented by Councilman Peterson, second by Councilman Houger.  Motion carried by a unanimous vote of the Council present.

AGENDA AMENDMENTS:  none

VISITORSGina Campbell with the Farmers Market asked for permission to move the Farmers Market to Pioneer Park. On motion by Councilman Lester, second by Councilman Lorentz to allow the Farmers Market to use Pioneer Park from August 4th through October 13, 2012.  Motion carried by a unanimous vote of the Council present.

WWTP PROJECT UPDATE:  Public Works Director Jeff McFrederick stated TML is proceeding and ahead of schedule at this time at the WWTP Project.

ANTENNAS AND SIMILAR STRUCTURES:  Councilman Lester read the ordinance from the City Code Book relating to antennas and similar structures and discussion occurred on what types of towers could be placed and what the height restrictions were along with compliance with the height restrictions in the Airport Ordinance.  Bruce King with Mtida explained that Mtida is trying to keep up with technology and they are putting in a 60’ tower with a concrete base 4’9” x 4’9” x 6’ while the structure dimension is 18” in size.

ORDINANCE NO. 872

AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, WHICH SHALL BE KNOWN AS THE AIRPORT ZONING ORDINANCE; PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION; AND, PROVIDING FOR THE REPEAL OF  ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

On motion by Councilman Lester, second by Councilman Houger to read Ordinance No. 872 by title only.  Motion carried by a unanimous vote of the Council present.  Ordinance was read by Title.

On motion by Councilman Lester, second by Councilman Peterson that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted and to publish by Summary.  ROLL CALL VOTE:  YES: Dumas, Houger, Lester, Lorentz, Peterson.  NO:  none.  The motion passed.  Mayor Walker then declared Ordinance No. 872 duly approved and adopted.

BILLS:  The bills in the amount of $230,429.30 were approved and ordered paid out of their respective funds, on motion by Councilman Lester, second by Councilman Peterson.  Motion carried by a unanimous vote of the Council present.

SUMMER READING PROGRAM DONATION:  On motion by Councilman Lorentz, second by Councilman Peterson to donate free day passes to the library for those that complete the program.  Motion carried by a unanimous vote of the Council present.

IDA-LEW REPRESENTATION:  On motion by Councilman Lester, second by Councilman Houger to allow the Mayor to appoint Shelley Dumas as the Council representative for Ida-Lew.  Motion carried.  Councilwoman Dumas abstained.  Mayor Walker appointed Shelley Dumas as the Ida-Lew representative for the City.

DONATION FOR GEMS RAISE YOUR GRADE CLUB:  On motion by Councilman Lorentz, second by Councilman Peterson to allow GEMS to purchase pool passes at $2.00 per pass instead of $2.50 for the Raise Your Grade Club.  Motion carried by a unanimous vote of the Council present.

PARKING ON MAIN STREET:  Chief Drew proposed extending the “no parking” area by 10’ on the South West corner of South Hall and Main Street to determine if that will correct the sight restriction for those at the stop sign.  After discussion, it was suggested to eliminate one spot on that block and split it at each end.  On motion by Councilman Lester, second by Councilman Houger to eliminate a parking space on the south side of Main Street between State and Hall Street and have the police and public works departments paint as they see fit.  Motion carried by a unanimous vote of the Council present.

STEED PAY REQUEST:  On motion by Councilman Lester, second by Councilman Peterson to approve pay request #7 to Walter Steed in the amount of $17,399.00.  Motion carried by a unanimous vote of the Council present.  (Note by Clerk: This amount should be $200.00 and was corrected prior to issuing the check).

ITEMS TO NOTE:  The Council received copies of the Community Trees Brochure.

The Personnel Handbook changes are due by June 1, 2012.
