November 4, 2019 Regular Meeting

The City Council met in regular session on November 4, 2019 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Attorney Green, Public Works Director Mager and City Administrator Kennedy.

PLEDGE OF ALLEGIANCE

MINUTES:  The meeting was called to order and the minutes of October 21st were approved as presented by Councilor Peterson, seconded by Councilor Winkler.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS: Public Works Report – Public Works Director stated Park Well is up and running and making about 350 gallons/minute more than before. It passed one construction water sample at our facility. We have another construction sample we are waiting on and then we’ll submit a non-construction water sample.

The City sold the 2wd Chevy, they’ve done some RootX sewer line maintenance. The vac truck broke down but Tyler Rupp was able to fix it. Public Works continues with street patching, picking up leaves in street, parks and storm drains. The foul line fence at Lions Park is installed. Avista is helping remove diseased trees at Pioneer Park, a tree on College and two on Washington. At Heritage Square by the fountain, there is a dying birch and two fir trees that create problems in the foundation with dropping needles. Mager visited with the Lindsley family so they are aware and ok with removing the trees and the City will plant something else in spring. Robin is constructing the building around the pista grit. They started on the new skateboard equipment for park.

ANTENNAS OR SIMILAR STRUCTURES: Attorney Green explained the City had an inquiry from a citizen questioning the installation of a communication tower in the residential zone for internet transmittal/receiving. Green reviewed City Code and based upon the current wording, does not feel the City can regulate internet “waves” either incoming or transmitting to a house. If the City wants to regulate it, then the Council would need to provide wording to revise the code. The Council did not feel they wanted to change the current code.

SIDEWALK WAIVER: Mager stated there are no sidewalks on Pine Street. If a sidewalk is installed it will be covered in gravel from the gravel driveway at this time. On motion by Councilor Farris, second by Councilor Winkler to approve an indefinite sidewalk waiver for Red Gate Enterprises – The Tire Guy, at 614 Pine Street. Motion carried by a unanimous vote of the Council present.
