October 15, 2018 Regular Meeting

City Council met in regular session on October 15, 2018 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Maintenance Supervisor Mager, Attorney Green and City Clerk Kennedy.  Public Works Director McFrederick absent.

PLEDGE OF ALLEGIANCE 

MINUTES:  The meeting was called to order and the Council minutes of September 4th were approved as presented by Councilor Peterson, second by Councilor Lane. Motion carried by a unanimous vote of the Council present.

LIGHTED CHRISTMAS PARADE: Colby Canaday, queen and Molly DeFord princess asked permission to have the lighted Christmas Parade in conjunction with Winter Magic. They would line up on the south side of Idaho Avenue beginning at South Street, travel east on Main Street using one lane before parking around Pioneer Park. They would line up at 4:30 pm, start the parade at 5:00 pm with the tree lighting at 5:30 pm. Chief Drew stated the details have been worked out with him and Councilor Farris has volunteers lined up to help. On motion by Councilor Farris, second by Councilor Dylan to allow Grangeville Boarder Days Royalty to hold a lighted Christmas Parade in conjunction with Winter Magic on November 24th. Motion carried by a unanimous vote of the Council present.

POLICE AND ANIMAL CONTROL REPORT: The department had 130 calls for service, 27 cases written, 34 citations, and 12written warnings for September 2018.  Chief Drew stated everything is moving forward with Spillman. He’s working with Clerk Kennedy on the paperwork for the new vehicle. The cameras have been good. Officer Brainard is doing well and he hopes to get him into POST in January and Officer Graham is doing really well.

RICOH CONTRACT FOR LIBRARY: On motion by Councilor Peterson, second by Councilor Farris to approve the Ricoh contract for a copier at the library. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson.  NO:  none.  The motion passed.

ORDINANCE NO. 927

AN ORDINANCE OF THE CITY OF GRANGEVILLE PROVIDING FOR THE AMENDMENT OF TITLE 1 CHAPTER 6 OF THE MUNICIPAL CODE OF THE CITY OF GRANGEVILLE RELATING TO THE DUTIES AND PROCEDURES OF THE CITY COUNCIL;  PROVIDING FOR THE AMENDMENT OF CODE SECTION 1-6-4 RELATED TO THE TIME AND PLACE OF CITY COUNCIL MEETINGS; PROVIDING FOR THE REPEAL AND REMOVAL OF CODE SECTIONS 1-6-4(B), 1-6-4(C), 1-6-5;  PROVIDING FOR THE RENUMBERING OF CHAPTER 6 OF THE MUNICPAL CODE; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilor Peterson, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE:  YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO:  none. The motion passed. Mayor Lester then declared Ordinance No. 927 duly approved and adopted.

BILLS:  The bills, in the amount of $251,564.44 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Lane.  Motion carried by a unanimous vote of the Council present.

CATERING PERMIT: On motion by Councilor Winkler, second by Councilor Farris to approve the catering permit for Idaho County Veterans Association to cater the Grangeville Community Foundation annual appreciation and awards event at the Senior Citizen’s Center on November 8, 2018, 5pm-10pm. Motion carried by a unanimous vote of the Council present.

EXECUTIVE SESSION: On motion by Councilor Peterson, second by Councilor Canaday to go into Executive Session according to Section 74-206 (c) to acquire an interest in real property. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none.  The motion passed.

The Council returned to regular session.  No action was taken.
