PLEDGE OF ALLEGIANCE

MINUTES:  The meeting was called to order and the minutes of October 2nd were approved as presented by Councilman Peterson, second by Councilwoman Grant. Motion carried by a unanimous vote of the Council present.

VISITOR:  Micaela Farris and Bella Klapprich, representing Border Days Royalty requested permission to hold a lighted parade in conjunction with the Christmas Tree Lighting at Pioneer Park. They have spoken with Terra Hill and Chief Drew and both are in favor of the project. The request for the parade is as follows:

• Close North Idaho from Main to West North 2nd for the parade line up starting at 4pm.
• Start the parade at 5pm, traveling from North Idaho east on Main Street to the City Park.
• Turn right on South Florence, then circle the park onto East South 1st Street. Request to close South Florence from Main to ES 1st and close ES 1st from Florence to Park to park the floats).
• Attend tree lighting to begin at 5:30 pm, conclude with Santa and the fire truck.
Councilwoman Grant questioned if they are working with Avista to shut off all the Main Street lights?  That is how they did it in her home town.  They were not planning to do so.  On motion by Councilman Lester, second by Councilman Peterson to allow Micaela and Bella to hold a lighted Christmas parade, close Main Street pending State approval and close South Florence and ES 1st around the park and North Idaho from Main to WN 2nd.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS:  Scott Wasem was present to provide a Snowhaven Report. The work on the top shack, front of the lodge and the logging has been completed. The logging went very well. Idaho County Light and Power put in a new power pole with transformers so the transformer behind the lodge is removed.  City Electric has the wiring to the lodge done but not to the hill.  Search and rescue has rented Snowhaven for the last three years but after this year Scott recommends not renting to anyone.  Scott ran out of time for Groomer maintenance so he is having Tyler Rupp work on it.  One pump is being rebuilt for $4,000-5,000.   All the tbars are off, getting cleaned up and painted.  He has 45 new seats for the tbar; they will get reassembled in the next couple weeks.  The Rope tow and tubing hill handles will go up, and the tubes will be moved to the storage container.  He will get the towers greased and new liners will be put on the bull wheels.  The rental shop is preparing for new rental equipment.  They will no longer run lights which will cut out night skiing. The ski swap is November 17-18 at the armory. Season passes will be discounted to $550 and punch cards $150 sold on at the Ski Swap. Scott has two employees willing to run the 3-week group lessons, which is back after a few years of not offering the lessons.  He’ll be advertising for employees, taking water samples and kitchen inventory.  Opening day will be around the first day of Christmas break or the weekend before.

Scott would like to reinstate the ski board.  He would like to retire at the end of the 2019 season and would like to get a good, active, knowledgeable board involved in all the different areas of Snowhaven. The board would hire and supervise the manager so the Council wouldn’t have to be involved in the day to day running. Mayor Walker stated the reinstatement of the ski board will be taken under advisement by the new Council.

The department had 37 cases written, 14 citations, 1 written warning and 111 calls for service for September 2017.  The Police and Animal Control Report was accepted on motion by Councilman Peterson second by Councilwoman Farris.  Motion carried by a unanimous vote of the Council present.   Two new officers are progressing well, and both are accepted for the January 21st POST.

The Fire Department Training Minutes of 9/11/17 and 9/25/17 were approved on motion by Councilman Peterson, second by Councilman Lane.  Motion carried by a unanimous vote of the Council present.

BILLS:  The bills, in the amount of $341,595.97 were approved and ordered paid out of their respective funds, on motion by Councilman Lester, second by Councilman Peterson.  Motion carried by a unanimous vote of the

INFORMATION SYSTEMS POLICY:  Clerk Kennedy explained the City has an old Internet Policy from about 15 years ago.  It is outdated and ICRMP has a draft information systems policy Kennedy has reviewed and would like the City to adopt. On motion by Councilman Lester, second by Councilman Winkler to adopt the Information Systems Policy. Motion carried by a unanimous vote of the Council present.

SURPLUS DUMP TRUCK:    On motion by Councilman Lester, second by Councilwoman Farris to surplus the 1990 GMS C7000 Dump truck and plow for a $10,000 minimum bid.  Motion carried by a unanimous vote of the Council present.

SURPLUS LIBRARY:  On motion by Councilman Lester, second by Councilman Peterson to surplus 2 book carts and 2 tables in the library.  Motion carried by a unanimous vote of the Council present.
