October 17, 2016 Regular Meeting

City Council met in regular session on October 17, 2016 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Attorney Green, Public Works Director McFrederick, and Clerk Kennedy.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of October 3rd were approved as presented by Councilman Peterson, second by Councilman Lane. Motion carried by a unanimous vote of the Council present.

VISITORS: Stephanie Berry with the Forest Service was present to provide an update on the Capital Christmas tree. The event will be November 9th from 3-5pm at the Grangeville Air Center. The high school band will play a few songs, and then the Mayor will say a few words of welcome. They’ll have a few activities; refreshments and then ornament making for the kids. Flyers will be hung around town and sent home with elementary kids and an ad will be placed in the Free Press and Tribune.

COMMITTEE REPORTS: The department had 43 cases written, 11 citations, 2 written warnings and 119 calls for service for September 2016. The Police and Animal Control Report was accepted on motion by Councilman Peterson second by Councilwoman Farris. Motion carried by a unanimous vote of the Council present. Octoberfest went well and those out and about appeared to be enjoying each other.

BILLS: The bills in the amount of $329,976.53 were approved and ordered paid out of their respective funds, on motion by Councilman Lester, second by Councilman Peterson. Motion carried by a unanimous vote of the Council present.

SURPLUS: Public Works Director McFrederick plans to surplus the 1998 Chevy pickup and then advertise for $3,000 or best offer. On motion by Councilman Lester, second by Councilman Winkler to surplus the PW 1998 Black Chevy pickup. Motion carried by a unanimous vote of the Council present.

CATERING PERMIT: The Establishment submitted a catering permit application to cater at the Senior Center for the Grangeville Community Foundation Appreciation and Awards Event on November 3rd. On motion by Councilman Lester, second by Councilman Peterson to approve the catering permit for the Establishment on November 3, 2016 from 12:00 pm to 12:00 am. Motion carried by a unanimous vote of the Council present.

ANIMAL ARK AGREMENT: On motion by Councilman Lester, second by Councilwoman Farris to authorize the Mayor and Clerk to sign the Animal Ark Agreement. Motion carried by a unanimous vote of the Council present.

SURPLUS PW SAFE: Public Works Director McFrederick explained no bids were received for the safe at the PW Shop. McFrederick stated the values range from $250 – $7500. Councilman Peterson will call Dave’s safe and lock company in Beaverton Oregon to see if they’d be interested. McFrederick will put the safe on Craig’s list for a couple weeks and see what we can get.

ITEMS TO NOTE: Councilman Lane stated the survey committee should have results to the Council before Thanksgiving.
