October 18, 2021 Regular Meeting

City Council met in regular session on October 18, 2021 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Treasurer Arnzen, Public Works Director Mager, Chief Newman and Attorney Green. City Administrator Kennedy absent.

MINUTES: The meeting was called to order and the Council minutes of October 4th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

PUBLIC HEARING: Community Development Block Grant Application administrator, Walter Steed, presented the information and schedule pertaining to the sewer and water grant application. Amy Uptmor from JUB Engineering presented the details of the proposed expansion and the reasons for the need for expansion and growth. Questions were opened to the council and audience, no questions asked. Hearing declared closed.

VISITORS: Bill Bonner, 715 N A Street, requested a 180-day permit to live in his camper while repairs are completed on his house. Mr. Bonner explained the permit is only for one camper and it will be on the property, not the street. Motion made by Councilor Farris and Second by Councilor Peterson to approve 180-day permit for Bill Bonner, 715 N A Street to live in his camper while repairs are completed on his house. Motion carried by a unanimous vote of the Council present.

Kurt Largent was present to voice concerns about 5G. Mr. Largent informed the Council of the AT&T tower that was installed on top of the Blue Fox theater in Grangeville. Mr. Largent feels the citizens should have been informed and aware of this technology. Mr. Largent asked several questions to the mayor and council. Attorney Green explained the legality of the current city ordinance pertaining to towers and e-commerce and that this was an FCC issue, not a city government issue.

St. John Bosco Academy, Mark Frei, James Hickel and Keith Pettyjohn were present to request a letter of assurance for a tower site for an FM Catholic radio transmitter station on top of the mountain. FCC requires reasonable assurance for any proposed tower site, which is why they are seeking permission from the Council. The City agreed to grant assurance to the applicant as soon as the property where the current FM tower is located is purchased by the City, which is pending for this week.

PUBLIC WORKS REPORT: Public Works Director Bob Mager reported that the crew is getting the sewer plant and snow removal equipment prepared for the winter and is finishing up the projects they have been working on this summer and fall.

POLICE AND ANIMAL CONTROL REPORT: Chief Newman reported the City had 93 calls for service and 23 reports taken.

FIRE DEPT. MINUTES: On motion by Councilor Peterson, second by Councilor Canaday to accept the Fire Department Minutes of September 13, 2021 and September 27, 2021. Motion carried by a unanimous vote of the Council present.

BILLS: The bills, in the amount of $452,886.39 for the end of the Fiscal year, due and payable up to 09/30/2021 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Grant. Motion carried by a unanimous vote of the Council present. In addition, a motion to pay the bills in the amount of $156,257.84, due and payable after 10/1/2021, was made by Councilor Peterson, and seconded by Councilor Grant. Motion Carried by a unanimous vote of the Council present.

FAIR HOUSING RESOLUTION: The following resolution was read by Mayor Lester.

The following resolution was introduced by Councilor Peterson who moved for its adoption. Second by Councilor Canaday.

RESOLUTION NO. 283

LET IT BE KNOWN TO ALL PERSONS OF the City of Grangeville that discrimination on the basis of race, color, religion, sex, national origin, handicap, or familial status in the sale, rental, advertising, leasing or financing of housing or land to be used for construction of housing or in the provision of brokerage services is prohibited by Title VIII of the 1968 Civil Rights Act (Federal Fair Housing Law) and the Fair Housing Amendments Act of 1988.

ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed. Mayor Lester then declared Resolution No. 283 duly approved and adopted.
