October 4, 2021 Regular Meeting

City Council met in regular session on October 4, 2021 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Treasurer Arnzen, Public Works Director Mager, Chief Newman and Attorney Green.  City Administrator Kennedy absent.

MINUTES:  The meeting was called to order and the Council minutes of September 20th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

VISITORS: Bill Bonner, 715 N A Street was on the agenda to attend the meeting and to request a 180-day permit to live in his camper while repairs are completed at the house. Mr. Bonner did not show up and the Councilmembers decided to table the request and ask if Mr. Bonner can attend the October 18, 2021 Council Meeting.

Tracy Williams and Liz Montgomery of Northwest SIDS Alliance were present requesting a proclamation to declare October Safe Infant Sleep awareness month.

PROCLAMATION: Mayor Lester read the proclamation declaring October 2021 Safe Infant Sleep Awareness Month.

COMMITTEE REPORTS: On motion by Councilor Peterson, second by Councilor Grant to accept the Planning and Zoning Minutes of September 28, 2021. Motion carried by a unanimous vote of the Council present.

VARIANCE TO THE SUBDIVISION CODE REQUESTED BY RAJ CHAHAL for 9 acres of property West of South E Street, between Court Street extended to the west of Highway 95. The Council discussed the original request, which was to split the property into 2 parcels. A motion was made by Councilor Grant, second by Councilor Canaday to deny the original request submitted by Raj Chahal. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. Motion Passed. A new Motion to allow Raj Chahal to sell the property in once piece to a potential buyer was made by Councilor Winkler, second by Councilor Peterson. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

LIBRARY MINUTES: On motion by Councilor Peterson, second by Councilor Canaday to accept the Library Board Minutes of September 16, 2021. Motion carried by a unanimous vote of the Council present.

LIBRARY BOARD APPOINTMENT: On motion by Councilor Farris, second by Councilor Winkler to appoint Bridget Arnzen to a 5-year board term, running 1/1/22-12/31/26. Motion carried by a unanimous vote of the Council present.

FARM LEASE RESOLUTION: The following resolution leases approximately 96 acres to Rick Hazelbaker. The property is located between Grangeville Truck Route and Airport Road. 

RESOLUTION NO. 282

The following resolution was introduced by Councilor Peterson who moved for its adoption.  Second by Councilor Canaday.

WHEREAS, the City of Grangeville desires to lease certain real property to RICK HAZELBAKER; and

ROLL CALL VOTE:  YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO:  none. The motion passed. Mayor Lester then declared Resolution No. 282 duly approved and adopted.
