October 5, 2020 Regular Meeting

City Council met in regular session on October 5, 2020 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Chief-in-training Newman, City Administrator Kennedy, Public Works Director Mager and Attorney Green.

MINUTES: The meeting was called to order and the Council minutes of September 21st were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

VISITORS: Tracy Williams asked for a proclamation naming October as Safe Infant Sleep Awareness month to try to make more people aware. She works with the hospital to provide safe sleep training.

PROCLAMATION: Mayor Lester proclaimed October 2020 Safe Infant Sleep Awareness month.

COMMITTEE REPORTS: On motion by Councilor Peterson, second by Councilor Grant to accept the Planning and Zoning Minutes of September 22, 2020. Motion carried by a unanimous vote of the Council present.

Administrator Kennedy explained James and Judy Barger created a minor land division on E South 7th Street and Park Street extended, which creates Parcel 1, .556 acres in size. The survey and legal descriptions submitted show parcel 1 and the dedication of a 20’ alley and 60’ Park Street adjacent to parcel 1. The parcel has access to water and sewer from South 7th and Park Street and requires no new road improvements. If approved, the Minor Land Division would be annexed to complete the process. Planning and Zoning recommended residential zone A upon annexation.

Mayor Lester thought the City may not have 60’ of right of way on South 7th which is why the fence is at the curb. There was concern on where the sidewalk would be placed. Public Works Director Mager didn’t feel sidewalks were a problem on 7th and Jim planned to install. In addition, Jim will complete the process to deed the alley and Park Street to the City.

On motion by Councilor Winkler, second by Councilor Grant to grant the Minor Land Division application submitted by James and Judy Barger. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

The council directed Attorney Green to prepare an annexation ordinance for the Minor Land Division for next meeting.

WATER AND SEWER ORDINANCE CHANGES: Administrator Kennedy reviewed the proposed changes to the water and sewer ordinance based upon the special meetings held in early 2020. The following changes were highlighted during the meeting.

• Multi-facility units will pay the base rate for each unit – deleting the 2/3 rate for additional units.
• Commercial/Industrial and mixed facility units would be determined by a calculated ER using the average winter consumption.
• Base rates will be charged for all utility charges, even when the water is shut off.
• A reduction in charges for rental vacancies was eliminated.
• The reconnection fee was removed and a shutoff fee in the same amount charged instead.
• If a service discontinuance occurs, in order to reconnect, the reconnection fee and equity buy in fee must be paid in advance.
• A customer can not choose to discontinue water and keep sewer service.

Kennedy will continue to make changes and present those at the next meeting, with a final draft being presented at the November 2nd meeting.

CATERING PERMIT: On motion by Councilor Grant, second by Councilor Lane to approve the catering permit for Grangeville Country Club Inc. for November 6th and 6th, 2020 from 8am-12am for the Eagles Midwinter meeting at 218 N C. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.
