October 7, 2019 Regular Meeting

The City Council met in regular session on October 7, 2019 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Attorney Green, Public Works Director Mager and City Administrator Kennedy.

PLEDGE OF ALLEGIANCE

MINUTES:  The meeting was called to order and the minutes of September 16th were approved as presented by Councilor Peterson, seconded by Councilor Lane.  Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS: Public Works Report – Public Works Director Mager had his crew working on gravel street maintenance, filling cracks in the Haener addition and winterizing items. Mike Tackett and Mager went to Post Falls for training/CEUs. The step screen is ordered for the WWTP. Work will begin on October 15th on Park Well. Once water samples are passed, the well will be back online. Mager hopes to have Pump Tech back in March to go through Myrtle Well.

Councilor Peterson stated a visitor at last board meeting mentioned that southern smaller libraries have been mandated to supply material on LGBT. The library board listened to the visitors concerns. On motion by Councilor Peterson, second by Councilor Canaday to accept the Library Minutes of September 20, 2019. Motion carried by a unanimous vote of the Council present.

SIDEWALK WAIVER: Mager stated this is on a gravel section of street between North Meadow and the County Road. The City doesn’t have surveys in the area, there are no sidewalks in the area and it won’t serve a function at this time. On motion by Councilor Winkler, second by Councilor Peterson to approve an indefinite sidewalk waiver for David Smith at 322 E North 7th Street. Motion carried by a unanimous vote of the Council present.

UNDERGROUND INSTALLATION OF ELECTRICAL OR COMMUNCATION FACILITIES: Mager stated the topic of having underground utilities in conduit started last winter. A cable was being installed when the City was snow plowing and the weather was horrible. The company wanted to direct bury which has no conduit and it made a mess. Adoption of this ordinance would give Mager the ability to require conduit rather than a direct bury in the ground. It makes it easier to identify as it’s in bright orange conduit. The City encourages them to go above ground when possible. The ordinance would prohibit installs from November 1st – March 1st; however they can ask for a variance from Council if the weather is good.

ORDINANCE NO. 938

AN ORDINANCE OF THE CITY OF GRANGEVILLE TO CREATE AN ORDINANCE GOVERNING THE UNDERGROUND INSTALLATION OF ELECTRICAL OR COMMUNICATION FACILITIES; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilor Peterson, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE:  YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO:  none. The motion passed. Mayor Lester then declared Ordinance No. 938 duly approved and adopted.

PURCHASE 1 TON VEHICLE: On motion by Councilor Winkler, second by Councilor Farris to purchase the budgeted 2020 Chevy 1-ton 4wd vehicle for public works for $33,914.10. ROLL CALL VOTE:  YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO:  none. Motion carried by a unanimous vote of the Council present.

CATERING PERMIT: On motion by Councilor Peterson, second by Councilor Farris to approve the catering permit for Idaho County Veterans Association to cater for Grangeville Community Foundation Annual Event on November 7, 2019, 4pm-9pm. Motion carried by a unanimous vote of the Council present.

INNOVIA DISCUSSION: Councilor Peterson attended the Innovia workshop in Grangeville and they covered five major topics: affordable housing, health care, economic opportunity, food security and health limitation. During the discussion, Peterson was singled out and asked why the City isn’t work with Ted Lindsley on the apartments. The discussion the City previously had with Lindsley was over the City requiring the equity buy in fees for the new construction.

ITEMS TO NOTE: Mayor Lester acknowledged Kennedy as receiving the Weatherby award at the ICCTFOA Conference in Nampa last month.

Mager stated Avista will be taking out some of the locust trees at Pioneer Park that are dying.
