September 17, 2018 Regular Meeting

City Council met in regular session on September 17, 2018 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Maintenance Supervisor Mager, Attorney Green and City Clerk Kennedy. Public Works Director McFrederick absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the Council minutes of September 4th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

POLICE AND ANIMAL CONTROL REPORT: The department had 144 calls for service, 37 cases written, 32 citations, and 1 written warning for August 2018. Chief Drew talked to Sheriff Giddings on the 12th and the County approved us coming on board with Spillman. He hopes to have a contract soon. Jason Brainard is the new officer; he’ll be in for introductions at a future meeting.

The Recreation Committee Minutes of 9/4/18 were accepted on motion by Councilor Peterson, second by Councilor Lane. Motion carried by a unanimous vote of the Council present.

SURPLUS D8: Mayor Lester discussed the D8 with two sno-drifters board members. He asked Mager if he’d take care of/supervise getting the dozer out after the sale.

BILLS: The BX Fence amount was transposed and should be $1,915; it will be corrected before it is mailed. The bills, in the amount of $267,892.13 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Winkler. Motion carried by a unanimous vote of the Council present.

LIFE CHAIN SUNDAY: On motion by Councilor Winkler, second by Councilor Canaday to accept National Life Chain Sunday, October 7, 2018, 2:00 pm-3:30 pm. Motion carried by unanimous vote of the Council present.

PROCLAMATION: Mayor Lester proclaimed September 17 – 23, 2018 Constitution Week.

ANIMAL ARK AGREEMENT: On motion by Councilor Peterson, second by Councilor Canaday approve the Animal Ark Contract. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

ORDINANCE NO. 924

(Ordinance No. 924 in its entirety on file in the City’s Ordinance File)

AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, PROVIDING FOR THE VACATION OF A DEDICATED ALLEY LOCATED IN BLOCK F OF SCHMADEKA’S 2nd ADDITION, TO THE CITY OF GRANGEVILLE; PROVIDING AUTHORITY FOR THE MAYOR AND CITY CLERK TO SIGN QUITCLAIM DEEDS TO THE ADJACENT OWNERS; PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION; AND, PROVIDING FOR THE PAYMENT OF EXPENSES RELATING TO SAID VACATION TO BE PAID BY THE PETITIONER IN RELATION TO SUCH REQUESTED VACATION.

On motion by Councilor Peterson, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Lane, Grant, Peterson. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 924 duly approved and adopted.
