September 21, 2020 Regular Meeting

City Council met in regular session on September 21, 2020 at 6:00 P.M. in the Council Chambers of City Hall.

Mayor Lester presided

Councilmembers present:
Mike Peterson
Scott Winkler
Beryl Grant
Dylan Canaday
Pete Lane

Councilmember absent: Amy Farris

City employees present were Chief Drew, Attorney Green, Public Works Director Mager and City Administrator Kennedy.

MINUTES: The meeting was called to order and the minutes of September 8th and 12th were approved as presented by Councilor Peterson, seconded by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

POLICE AND ANIMAL CONTROL REPORT: The department had 93 calls for service and 9 cases written for August 2020. Officer Brown is at the academy and is set to graduate in December. They lost the motor in the 2014 Ram pickup and it’s been replaced.

PUBLIC WORKS: Public Works Director Mager stated the back of the shop is painted. The parks are fertilized and the conduit is in at park well for generator. At Eimers well the pump is pulled and the motor is not working so they are looking into the warranty. They finished the new curb and gutter project on Washington and C. The new water and sewer service on South State is completed. The new tables are installed at Lions Park, the pool is drained and pressure washed and they are hoping to paint the 5’ area. Then next spring they would do all new paint. The food bank fire hydrant and Sts. Peter and Paul sewer project is completed.

FIRE MINTUES: On motion by Councilor Peterson, second by Councilor Lane to accept the Fire Minutes of August 10 and 24, 2020 as presented. Motion carried by a unanimous vote of the Council present.

BILLS: The bills, in the amount of $223,148.78 were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Grant. Motion carried by a unanimous vote of the Council present.

EXECUTIVE SESSION: On motion by Councilor Peterson, second by Councilor Winkler to go into Executive Session according to Section 74-206 (a) to consider hiring a public officer/employee and (c) to acquire an interest in real property ROLL CALL VOTE: YES: Canaday, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

CHIEF DREW’S RESIGNATION AND REPLACEMENT: Chief Drew announced he will retire December 11th. He stated Joe Newman has 30 years of law enforcement experience and is a current city employee. He has been a colleague and friend and the Chief is very happy to have him take over. On motion by Councilor Peterson, second by Councilor Winkler to accept Chief Drew’s December resignation and announce Joe Newman as his replacement. ROLL CALL VOTE: YES: Canaday, Winkler, Lane, Grant, Peterson. NO: none. The motion passed.

The meeting adjourned at 6:30 P.M.
