July 15, 2024 Regular Meeting

City Council met in regular session on July 15, 2024 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Public Works Director Mager and Attorney Jessup. Chief Newman absent.

MINUTES: The meeting was called to order and the Council minutes of July 1st, 8th, 9th and 10th were approved as presented by Councilor Canaday, second by Councilor Perry. Motion carried by a unanimous vote of the Council present.

AGENDA AMENDMENT: On motion by Councilor Farris, second by Councilor Winkler to amend the agenda to have the fire chief talk to the council about a fire truck auction found after the agenda deadline. ROLL CALL VOTE: YES: Canaday, Farris, Grant, Perry, Andrews. NO: none. ABSTAIN: none. The motion passed.

COMMITTEE REPORTS – PUBLIC WORKS REPORT: Public Works Director Mager stated ITD is getting ready to start their project at The Depot on Highway 95 and they have a construction meeting on the 25th. The Airport lounge service is installed and they are working with the jail on their service. They got the new motor on the pool circulation pump, which gets our numbers up and they are working on fine tuning it. The new garage door was installed at Heritage Square. The Lions Park wall is moving forward; the railroad ties were dug out all the way to the bathrooms. At Mountain View trailer park the culverts and standpipes were installed. New storm drains will go in after paving is completed. We finished up on our end on the lead and copper rule and Eric has it turned in to DEQ. As part of their building permit, Les Schwab put in new curb and gutter down Florence. The Methodist church curb and gutter is done by alley. They used the new hydrovac wagon and sucked out every valve can on Main Street. The well lot is backfilled and looks good. The pavilion project is in motion, determining staging areas and where to pour concrete with the pre-bid meeting tomorrow. Pioneer park has been fertilized and the sprinklers are on.

CITY ADMINISTRATOR REPORT: City Administrator Kennedy stated the last month has been busy with working on the budget and preparing for Border Days.

SEWER LINE PROJECT UPDATE: Knife River is finishing up at the end of State Street. The line is in and passed tests. Down by Hall Street and 7th, there is one manhole that isn’t passing; it may need to be dug out and replaced. Flows are the lowest they can be, so Mager is pushing them toward the line by the WWTP and then up to the trailer park on 4th and then into Lions Park. The boring company is pushed back till mid-August and CIPP should show up in about a week. There is no pay request this month so the August request will be for two months.

LIBRARY MINUTES: On motion by Councilor Canaday, second by Councilor Perry to accept the Library Minutes of June 13, 2024. Motion carried by a unanimous vote of the Council present.

OLD GROOMER: Councilor Grant felt it was discussed heavily last time. Councilor Perry asked if Gabe has changed his mind. Gabe stated his position is the same and he’s leaving it up to council. On motion by Councilor Grant, second by Councilor Winkler to surplus the old groomer. ROLL CALL VOTE: YES: Canaday, Farris, Grant, Perry, Andrews. NO: none. ABSTAIN: none. The motion passed.

BILLS: The bills, in the amount of $450,212.71 (Financials $350,752.87, June Payroll $99,459.84) were approved and ordered paid out of their respective funds, on motion by Councilor Canaday, second by Councilor Andrews. Motion carried by a unanimous vote of the Council present.

AUDIT ENGAGEMENT LETTER: On motion by Councilor Farris, second by Councilor Perry to approve the audit engagement letter with Zwygart John & Associates for rascal year ending 9/30/24 for $24,700 (Audit $20,700, Single Audit $4,000). Motion carried by a unanimous vote of the Council present. ROLL

FIRE TRUCK UPDATE: Chief Perry stated Northside Fire Department by Coeur d’Alene is selling two brush trucks on publicsurplus.com and the auction ends in 10 days. He tried to reach out to the chief but he’s not available. They are a 1995 and 1996, 1 ton with 21,000 and 23,000 miles. They are set up like our current 1986 ford attack truck. He would like the opportunity to bid on one of them. Although no decision can be made tonight, if the Council would like to entertain that option, then a special meeting will be set for discussion and decision. The Council was in favor of having a special meeting on Thursday at noon.

ITEMS TO NOTE: Councilor Andrew stated there is a local Tax Policy Course where the tax commission will explain how the tax system works. It is on September 19th and will be hosted in Grangeville or Lewiston. Any councilor wishing to attend should let Kennedy know so she can RSVP.

Attorney Jessup stated we are in conversation with Grangeville Highway about a possible road maintenance agreement for the truck route and annexations across the truck route.
