City Council met in regular session on August 3, 2026, at 6:00 P.M. in the Council Chambers of City Hall.

City employees present: Public Works Director Mager, Chief Newman, City Administrator Kennedy and Attorney Jessup.
MINUTES: The meeting was called to order and the Council minutes of July 20th were approved as presented by Councilor Canaday, second by Councilor Perry. Motion carried by a unanimous vote of the Council present.
VISITORS: Kirstin Jensen, U of I Extension Idaho County and Rachel Young were present to request the use of Pioneer Park on September 10, 2026, 4:30 pm – 7:30 pm for the Grangeville Longest Table. Kirstin Jesnsen stated Innovia offers grants to have a longest table event. It is like a large neighborhood potluck that is open to everyone. The group will supply pizza in case someone doesn’t bring food and they’ve partnered with other groups such as Kids Klub, the school, the Library, Farmers Market and other organizations. U of I extension will cover the insurance for the event. On motion by Councilor Andrews, second by Councilor Farris to approve the request to use Pioneer Park on September 10, 2026, for Grangeville’s Longest Table. Motion carried by a unanimous vote of the Council present.
2026 AUDIT ENGAGEMENT: On motion by Councilor Farris, second by Councilor Canaday to authorize signing the 2026 Audit Engagement Letter with Zwygart John & Associates CPAs, PLLC for $22,000 and $5,000 for the single audit. ROLL CALL VOTE: YES: Farris, Andrews, Canaday, Edwards, Forsmann. Perry NO: none. The motion passed.
BUILDING INSPECTOR CONTRACT AMENDMENT: Administrator Kennedy worked with Attorney Jessup to create an addendum to the building inspector contractor which clarifies penalties for starting work without a permit are retained by the city and the inspector receives 100% of the plan review fee. On motion by Councilor Andrews, second by Councilor Farris to Authorize signing of Addendum No. 1 for the building inspector contract with Kile Allen. ROLL CALL VOTE: YES: Farris, Andrews, Canaday, Edwards, Forsmann. Perry NO: none. The motion passed.
TENTATIVE BUDGET 2026-2027: On motion by Councilor Canaday, second by Councilor Andrews to adopt the 2026-2027 Tentative Budget. ROLL CALL VOTE: YES: Farris, Andrews, Canaday, Edwards, Forsmann. Perry NO: none. The motion passed.
RESOLUTION #312 VIDEO SURVEILLANCE POLICY: Administrator Kennedy and Attorney Jessup developed a policy for all city owned cameras. Mayor Lester stated Airbridge donated most of the system and another donator did the rest. After discussion, the policy needs to be revised to include cameras on wells, public works and sometimes Snowhaven. Kennedy and Attorney Jessup will have a revised draft for next meeting.

A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF GRANGEVILLE, IDAHO COUNTY AUTHORIZING DESTRUCTION OF RECORDS.
ROLL CALL VOTE: YES: Farris, Andrews, Canaday, Edwards, Forsmann. Perry NO: none. The motion passed. Mayor Lester then declared Resolution No. 312 duly approved and adopted.
