August 21, 2023 Regular Meeting

City Council met in regular session on August 21, 2023 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Public Works Director Mager, Chief Newman and Attorney Jessup.

MINUTES: The meeting was called to order and the Council minutes of August 7th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

PUBLIC WORKS REPORT: Public Works Director Mager stated the department completed the storm drain by the Eagles and around the corner headed toward Pierson Enterprises. The open ditch is all closed. On N Meadow an alley approach was fixed and widened slightly. The wall at the Lions Park from the staircase up is done except fixing the parking. The city can’t blade patch until more of the wall is completed. The skatepark pieces are here and just need to get installed. All the streets are sprayed for weeds and Robin started on the crosswalks at the schools in preparation for the new school year.

WATER TANK PROJECT: Mager stated the tank is built and the painters hope to start soon. They will paint the interior and do the tie in and they hope by October to put water in the tank. They will be back next year to do the rehabilitation on the existing tank.

On Clearwater Well Holt Services started drilling and the bit broke at 355’ in fragmented material. They couldn’t retrieve the bit so they abandoned the hole and moved 15’ to the side. JUB Engineers worked with the oversite agencies to make sure the new placement was approved and Holt will start drilling again on August 28th.

On motion by Councilor Peterson, second by Councilor Grant to authorize payment to T Bailey, Inc. for Pay Application #5 on the new tank in the amount of $314,315.98. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

On motion by Councilor Peterson, second by Councilor Lane to authorize the city administrator to sign Block Grant Fund request #13 in the amount of $1,035. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

Public Works Director Mager explained this change order is for the additional fencing that wasn’t included in the original bid. The City decided to replace the old fence that was beat up and include all new fence which includes man gates and swing gates for access. On motion by Councilor Peterson, second by Councilor Canaday to authorize the city administrator to sign Change Order #7 for additional costs to replace the chain link fence per work change directive #3 in the amount of $32,804.10. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

POLICE AND ANIMAL CONTROL REPORT: Chief Newman reported the City had 137 calls for service and 29 reports taken for July 2023. Officer Pittman goes to the academy September 5th. Tracy Forsgren was offered and accepted a job and will go to POST in January.

FIRE MINUTES: On motion by Councilor Peterson, second by Councilor Canaday to accept the Fire Minutes from May 8 and 22 and June 12 and 28, 2023. Motion carried by a unanimous vote of the Council present.

BILLS: The bills, in the total amount of $844,159.10 (Financials $743,655.02, July Payroll $100,504.08) were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

NUISANCE PROPERTY SUE ERVIN: City Administrator Kennedy explained Sue Ervin, 306 Hill Street reached out to say Chance has been cleaning up the property. Sue and her husband will be back from Alaska in late September and will finish cleaning anything up that Chance didn’t finish. Staff recommendation is to allow an extra 60 days for cleanup and to place the property on the October 16th agenda for review. Mayor Lester stated there has been a noticeable improvement to the property. On motion by Councilor Winkler, second by Councilor Grant to allow Sue Ervin, 306 Hill Street and extra 60 days for cleanup and to place review of the property on the October 16th agenda. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

QUITCLAIM DEED FROM GRANGEVILLE LIONS: Attorney Jessup explained the 16’ would be deeded to the City for access for the future. The new owner could use the land and it can help provide space for backing out of the proposed new parking spaces in the island. The City thanked the Lions Club for working with the City.

On motion by Councilor Winkler, second by Councilor Peterson to approve the wording of the Quitclaim Deed provided by Grangeville Lions, Inc. and to accept the property as described. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

AXON TASER LEASE: This is renewal of the lease we’ve had the last five years. They are ready to send us the new tasers to replace the old ones. The program has worked great and they are good to work with. On motion by Councilor Peterson, second by Councilor Lane to approve the 5-year Axon Taser lease in the amount of $25,480.80. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

AXON BODY CAMERA LEASE: On motion by Councilor Peterson, second by Councilor Canaday to approve the 5-year Axon Body Camera lease (including gap coverage) in the amount of $29,789.68. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

CITY HALL RICOH COPIER LEASE: On motion by Councilor Peterson, second by Councilor Grant to approve the 5-year Ricoh copier lease for City Hall in the amount of $8,088. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.
