December 2, 2024 Regular Meeting

City Council met in regular session on December 2, 2024 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Treasurer Rowland, Public Works Director Mager, Chief Newman and Attorney Jessup. City Administrator Kennedy, absent.

MINUTES: The meeting was called to order and the Council minutes of November 18th were approved as presented by Councilor Canaday, second by Councilor Perry. Motion carried by a unanimous vote of the Council present.

VISITORS: Chad Beeson was sick. He will be on the next agenda.

Terra Hill, Grangeville Horizons requested permission to stake two clear tents over the top of two picnic tables at Pioneer Park. The lighted dome tents would need to be staked and weighted down by sandbags. Mayor Lester would like the group to be in contact with Public Works Director Mager about where they will place the stakes so they do not hit the sprinkler system. Tents might include wall heaters that are on timers that can be set to 2, 4 or 6 hour increments and not be running during the day while the lights are off. They would need to chain them to the picnic tables. Terra ran the numbers on how much the heaters might increase the Avista bill; possibly only $19.00 per tent. Grangeville Horizon would be willing to split the cost for running heaters. Counciler Grant worried this might add more to the small group of volunteers, Terra stated they had three new members join. Counciler Winkler asked if they thought about the tents being vandalized or people camping in them. Terra agreed it could happen, but the chances are low since they have not had any vandalism in the last 17 years. Grangeville Horizon wants to attract more people and give them a warm place to hang out or play games while enjoying the lights. Counciler Winkler was concerned with what would happen if one of the tents blows out into the streets and causes a wreck or damage. Whose insurance would cover the incident? Attorney Jessup advised both the City and Grangeville Horizon would probably have to pay for damages. Grangeville Horizons does not carry insurance so the council would like them to look into how much it would cost for the month they would have the tents up. Tents will be gone by January 7th. On motion by Counciler Winkler and seconded by Counciler Canaday, to approve the request, pending additional liability insurance up to $1 million provided by Grangeville Horizons. Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS: The following committee reports were presented.

LIBRARY REPORT: Director Sobrero and Assistant Brown finished their training in Coeur d Alene for summer reading. They both attended a catalog and circulation meeting in Lewiston. Counciler Farris asked how the library attendance has been. Director Sobrero said Story Time attendance was lower this year and Family Read week had 125. Assistant Brown said the overall attendance has been higher and they have issued more library cards this year.

FIRE MINUTES: On motion by Councilor Canaday, second by Councilor Farris to accept the Fire minutes of September 9th and 23rd and October 14th and 28th. Motion carried by a unanimous vote of the Council present.

LIBRARY MINUTES: On motion by Councilor Canaday, second by Councilor Perry to accept the Library minutes of November 21st. Motion carried by a unanimous vote of the Council present.

SNOWHAVEN UPDATE: Mayor Lester stated that Snowhaven hired a Manager and RFQ’s for the addition are due December 11th. Councilors Farris and Andrews are part of the group to pick RFQ’s with Kennedy and Mager.

PAVILION CHANGE ORDER: On motion by Councilor Canaday, second by Councilor Perry to authorize signing of Change Order #2 to extend Substantial Completion for the pavilion in Pioneer Park by 23 days. Motion carried by a unanimous vote of the Council present. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Perry, Andrews. NO: none. ABSTAIN: none. The motion passed.

EXECUTIVE SESSOIN: On motion by Councilor Grant, second by Councilor Canaday to go into Executive Session according to Section 74-206 (c) To acquire an interest in real property. ROLL CALL VOTE: YES: Farris, Winkler, Canaday, Andrews, Grant, Perry. NO: none. The motion passed.

The Council returned to regular session. No action was taken.
