The City Council met in regular session on February 22, 2011 at 7:30 P.M. in the Council Chambers of City Hall.

MINUTES: The meeting was called to order and the minutes of the February 7th meeting were approved as presented by Councilman Lester, second by Councilman Peterson. Motion carried by a unanimous vote of the Council present.
PUBLIC MEETING AND COMMENT PERIOD ON THE FACILITY PLAN AND ENVIRONMENTAL INFORMATION DOCUMENT AT THE WASTEWATER TREATMENT PLANT: Cory Baune with J-U-B Engineers gave a presentation to the Mayor and Council and to those citizens present on the Wastewater Facility Plan and Environmental Information Documents. The presentation included background information on the City’s Wastewater System and explained the research and engineering that has been done to date. At the conclusion of the presentation, there were no comments or questions.
VISITORS: Tova Cladouhos with the PEO, was present to request permission to hang a banner advertising the St. Patrick Day fun run on March 12th. They would like to hang the banner as soon as possible until the event is over. On motion by Councilman Lorentz, second by Councilman Lester to allow PEO to hang a banner for the St. Patrick Day fun run scheduled for March 12th. Motion carried by a unanimous vote of the Council present.
Gina Campbell representing the Farmers Market explained that she had spoken with Joan Hall about hanging the banner for the Quilt Show and they aren’t concerned this year because the quilt show only happens every other year. Gina stated that they are willing to share space with other banners including the Relay for Life banner as represented by Carolyn Haning. When the Border’s Day banner comes down, the Relay for Life banner would go until the July 15th and 16th event. On motion by Councilman Lorentz, second by Councilman Houger to allow the Farmers Market to hang up their banner and then the Farmers Market will also allow Relay for Life banner up after the 4th of July and they will coordinate with Avista. Motion carried by a unanimous vote of the Council present.
BILLS: The bills in the amount of $311,365.72 were approved and ordered paid out of their respective funds, on motion by Councilman Lester, second by Councilman Peterson. Motion carried by a unanimous vote of the Council present.
RESOLUTION NO. 224

The following resolution was introduced by Councilman Lorentz who moved for its adoption. Second by Councilman Peterson.
A RESOLUTION OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO PROCLAIMING APRIL 2011 AS FAIR HOUSING MONTH IN THE CITY OF GRANGEVILLE.
ROLL CALL VOTE: YES: DeHaas, Houger, Lester, Lorentz, Bentley, Peterson. NO: none. The motion passed. Mayor Walker then declared Resolution No. 224 duly approved and adopted.
RESOLUTION NO. 225

A RESOLUTION OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO FORMALLY ADOPTING A POLICY FOR THE PROVISION OF EFFECTIVE COMMUNICATION.
ROLL CALL VOTE: YES: DeHaas, Houger, Lester, Lorentz, Bentley, Peterson. NO: none. The motion passed. Mayor Walker then declared Resolution No. 225 duly approved and adopted.
AUDIT PROPOSAL FY10: On motion by Councilman Lorentz, second by Councilman Peterson to accept the audit proposal from Gibbons Scott and Dean for FY10 in the amount of $16,900.00. ROLL CALL VOTE: YES: DeHaas, Houger, Lester, Lorentz, Bentley, Peterson. NO: none. The motion passed.
ORDINANCE NO. 867: Through additional research, it was determined that the legal description attached to Ordinance No. 865 was incorrect. Ordinance No. 867 repeals Ordinance No. 865 and attaches the correct legal description.

AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, REPEALING ORDINANCE NO. 865; PROVIDING FOR A VACATION OF A PORTION OF 9th STREET AND PORTIONS OF THE ALLEY BISECTING BLOCK B IN THE SOUTH ADDITION, AS IS REFLECTED ON THE RECORDED PLAT OF THE SOUTH ADDITION TO THE CITY OF GRANGEVILLE; PROVIDING AUTHORITY FOR THE MAYOR AND CITY CLERK TO SIGN QUITCLAIM DEEDS OF THE VACATED PORTION OF SAID STREET TO ADJACENT OWNERS; PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION; AND, PROVIDING FOR THE PAYMENT OF EXPENSES RELATING TO SAID VACATION TO BE PAID BY THE PETITIONERS IN RELATION TO SUCH REQUESTED VACATION.
On motion by Councilman Houger, second by Councilman Lester that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: DeHaas, Houger, Lester, Lorentz, Bentley, Peterson. NO: none. The motion passed. Mayor Walker then declared Ordinance No. 867 duly approved and adopted.
