The meeting was called to order by Kevin Asker at 5:30 p.m.
APPROVAL OF MINUTES: On motion by Don Kissinger, second by Dan Gautney to approve the minutes of August 29, 2019 as presented. Motion carried.
PUBLIC HEARING ON THE VARIANCE APPLICATION TO ALLOW CITY GATES CHURCH, 121 E N 2ND TO BUILD A PORCH THAT WOULD EXTEND 6’ INTO THE REQUIRED 20’ FRONT YARD SETBACK: The public hearing was called to order at 5:31 p.m.
APPLICANT PRESENTATION: Ken Lefsaker of City Gates Church was present. The church faces south and gets beat on by the weather and sun. They are planning to tear out and pour a new concrete porch 14’ wide by 6’ deep. The new covered porch would be almost 4’ from property line. The sides of the porch will probably be railed with a step down front. On a separate project that may do a wheel chair access at the side door.
STAFF PRESENTATION: City Administrator Kennedy reported all notices of hearing were delivered and published as required. The current building already encroaches into the 20’ setback by approximately 10’. The entire porch at 6’ deep would also be in the setback.

DISCUSSION AND RECOMMENDATION: On motion by Jeff Kutner, second by Dan Gautney to recommend to the city council that the variance requested by City Gates Church, 121 E N 2nd to build their front porch in the required 20’ front yard setback be approved. Motion carried.
