January 3, 2022 Regular Meeting

The City Council met in regular session on January 3, 2022 at 6:00 P.M. in the Council Chambers of City Hall.

Mayor Lester presided

Councilmembers present:
Mike Peterson
Scott Winkler
Beryl Grant
Pete Lane
Dylan Canaday
Amy Farris

City employees present were Chief Newman, Public Works Director Mager and Treasurer Arnzen. City Administrator Kennedy attended via phone for the oaths of office.

Attorney Adam Green was absent.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of December 20th were approved as presented by Councilor Peterson, seconded by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

OATHS OF OFFICE: At this time the following newly elected officials of the City of Grangeville, Mayor Wes Lester, Councilors Scott Winkler, Dylan Canaday and Beryl Grant were sworn into office by City Administrator Kennedy and the official oaths were duly executed and filed. Each one was then presented with a Certificate of Election.

PRESIDENT OF THE COUNCIL: This was tabled until next meeting.

CONSENT AGENDA: On motion by Councilor Grant, seconded by Councilor Canaday to accept the consent agenda as presented.

1. Appoint Kevin Asker and Brian Perry retroactively to Planning and Zoning for three-year terms to expire 2/28/24 and 3/6/24 respectively

2. Approve the following Boards and Commissions:

Library Board: Brennan Wright (2024), Meleah McCulley (2022), Carmen Parr (2025),
Betty Nafziger (2023), Bridget Arnzen (2026), Dylan Canaday (liaison)

Planning and Zoning Commission: Michael Cook (2023), Yolanda Stout (2023),
Kevin Asker (2024), Dan Gautney (2023), Brian Perry (2024), Graydon Galloway 2024),
Lee Spencer (2024)

ADA Committee: Councilmembers Peterson and Grant, Connie Workman,
Lynda Fox, Mark Gravatt

Technical Review Committee: Mike Sturdevant, Tim Kaschmitter and Fire Chief Mager,

ROLL CALL VOTE: YES: Farris, Winkler, Canaday, Lane, Grant, Peterson. The motion passed.

PARKING ON THE STREET: Mayor Lester asked the Council and staff to drive around and think of possible parking solutions related to trailers and vehicles. This will be back on the agenda in February.

Public Works Director Mager stated vehicles are causing the most problems with snow removal. The maintenance crew is mainly worried if the road is clear for an emergency vehicle to get through. Mager didn’t feel there is enough of an issue to make any changes. Chief Newman suggested the City look at the City of Spokane ordinance as an example which allows people to park on certain sides of the street based on odd/even days. Mager dismissed this example because of our small city size and lack of scheduling time to forewarn citizens.

REQUEST TO REMOVE TREE FROM RIGHT OF WAY: Brian and Brandy Larson, 511 S College submitted a letter requesting permission to remove a dying tree from the right of way that continues to lose dead branches during storms. On motion by Councilor Grant, second by Councilor Canaday to allow Brian and Brandy Larson, 511 S College to remove a tree in the right of way. Motion carried by a unanimous vote of the Council present.
