July 1, 2024 Regular Meeting

City Council met in regular session on July 1, 2024 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Chief Newman, Public Works Director Mager, and Attorney Jessup.

MINUTES: The meeting was called to order and the Council minutes of June 17th were approved as presented by Councilor Canaday, second by Councilor Perry. Motion carried by a unanimous vote of the Council present.

VISITORS: Kinzley Adams and Madalyn Green requested permission to use the little league fields at Lions park for a softball camp July 15th and 16th. They already submitted the certificate of insurance. On motion by Councilor Winkler, second by Councilor Farris to allow Kinzley and Madalyn to use the little league fields at Lions park for a softball camp July 15th and 16th. Motion carried by a unanimous vote of the Council present.

CEDA REPRESENTATIVE: City Administrator Kennedy explained Councilor Canaday was on the board and his position is no longer available. Currently, Councilor Perry doesn’t need to volunteer as the CEDA representative. Kennedy will get email communications and share with the Council as needed.

CURFEW ORDINANCE: Attorney Jessup drafted an update to old curfew ordinance. The old ordinance referenced a statute that no longer existed. It’s infraction now not a misdemeanor. Also duplicate areas in code were removed and the parental information was clarified. Councilor Farris asked if we had an issue. Jessup stated a concerned parent brought it up when they were doing research. Mayor Lester stated the times seem to be more for school hours not the summer when kids are out later. Chief Newman stated that is correct, but normal for most cities. It allows the police department to make contact with minors. Councilor Grant felt we should leave it alone if it hasn’t been an issue but we can correct it in the future if needed.

ORDINANCE NO. 975

AN ORDINANCE OF THE CITY OF GRANGEVILLE AMENDING TITLE 6, CHAPTER 3 OF THE GRANGEVILLE CITY CODE, AMENDING THE CURFEW ORDINANCE SUBSECTIONS 2, 3 AND 4; PROVIDING FOR THE AMENDMENT OF THE PENALTIES FOR VIOLATION OF THE ORDINANCE; UPDATING REFERENCE TO IDAHO CODE; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR THE ORDINANCE BECOMING EFFECTIVE UPON ITS PASSAGE, APPROVAL, AND PUBLICATION.

On motion by Councilor Canaday, second by Councilor Grant that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Farris, Winkler, Canaday, Andrews, Grant, Perry. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 975 duly approved and adopted.

GENERATOR FOR WATER RESERVOIRS: Public Works Director Mager stated water is controlled by the SCADA system. He wants to make sure the concrete reservoirs also have a way to manually read the water levels. The reader board will display the water level and the generator will kick on if the power goes out so there is a way to manually read the water level. On motion by Councilor Winkler, second by Councilor Grant to authorize public works to purchase and install a propane generator at the water reservoirs for backup reservoir level monitoring for approximately $5,000. Motion carried by a unanimous vote of the Council present.

BEER LICENSE: On motion by Councilor Winkler, second by Councilor Farris to approve the beer license for Sunrise Espresso d/b/a The Hilltop. Motion carried by a unanimous vote of the Council present.
