The City Council met in regular session on July 2, 2012 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Public Works Director McFrederick, Chief Drew, Attorney Green and Clerk Kennedy.
MINUTES: The meeting was called to order and the minutes of the June 18th meeting were approved as presented by Councilman Peterson, second by Councilman Lester. Motion carried by a unanimous vote of the Council present.
AMENDMENT: On motion by Councilman Lester, second by Councilman Lorentz to add Walco to the agenda due to a clerical error. Motion carried by a unanimous vote of the Council present.
VISITORS: Delmar Barrett, 120 E South 4th Street requested a sidewalk waiver and a building permit penalty waiver. On motion by Councilman Lester, second by Councilman Houger to grant Delmar Barrett, 120 E South 4th Street an indefinite sidewalk waiver and to waive the double fee on the building permit. Motion carried by a unanimous vote of the Council present.
COMMITTEE REPORTS: The department had 44 cases written, 18 citations, 4 written warnings and 156 calls for service. The Police and Animal Control Report for June 2012 was accepted on motion by Councilman Peterson second by Councilman Bentley. Motion carried by a unanimous vote of the Council present.
The Library Minutes for June 14, 2012 were accepted on motion by Councilman Lester second by Councilman Peterson. Motion carried by a unanimous vote of the Council present.
The Planning and Zoning Minutes for June 28, 2012 were accepted on motion by Councilman Lorentz second by Councilman Lester. Motion carried by a unanimous vote of the Council present.
Councilman Lorentz made a motion, second by Councilman to accept Planning and Zonings recommendation to grant a Conditional Use to Melissa Shaw, 603 North A Street. Motion carried by a unanimous vote of the Council present.
SURPLUS: On motion by Councilman Lorentz , second by Councilman Lester to authorize the Public Works Director to surplus a Senus Autogun Model #AR 4090 B with pit probe to the City of Troy and if they decline then go through the normal surplus procedure. Motion carried by a unanimous vote of the Council present.
BANNER REQUEST: Councilman Lester made a motion, second by Councilman Peterson to allow the Quilt Club to hang a banner for the Quilt Show during the month of September. Motion carried by a unanimous vote of the Council present.
WALCO RATE INCREASE: Pat and Marietta Holman were present requesting a 2% rate increase for 2012-13. Their request will be reviewed during the budget workshops.
ITEMS TO NOTE: The Council received copies of the 2011-12 Walco Tonnage Reports for the 1st and 2nd Quarters.
