Meeting of the Planning and Zoning Commission held July 23, 2024, 6:00 P.M. in the Council Chambers of City Hall.

The meeting was called to order by Mike Cook at 6:00 p.m.
APPROVAL OF MINUTES: On motion by James Zehner, second by Dan Gautney to approve the minutes of May 28, 2024 as presented. Motion carried.
PUBLIC HEARING #1: The public hearing was opened at 6:02 pm.
APPLICANT PRESENTATION: Pete DeSantis II stated the conditional use request from Grangeville Church of the Nazarene is to allow Cornerstone Christian Learning Center to expand and grow. They started in 2015 with preschool and kindergarten. They now have applications for this year for 9-12 as they graduated two students from 8th grade. They would like to add one grade at a time when they start high school. Preschool and kindergarten are currently in the church building. They plan to have the high school in the school building, but they will most likely use some of the church space too. They want to provide the best Christian based education for students. Mike Cook asked if they are adding space. Pete responded they will utilize the same space as they have more than enough. Dan Gautney asked if they’ll be increasing their total children. Pete stated they are limited to a total of 100 children due to playground space requirements. James Zehner questioned how many students they have. Pete responded they have 36 for next year in preschool through 8th grade. Lee Spencer questioned who sets the square footage limit. Pete responded the State of Idaho has requirements for playground space. Dan Gautney clarified if the first year they would just add 9th grade. Pete stated the first year they would add 9th, then the following year they’d have 9th and 10th and so on. Lee Spencer asked if potentially as you add high school, could you have kids driving? Pete responded yes. If so, they’d park in the side parking lot of the church because they use the school parking lot for drop off/pick up.
STAFF PRESENTATION: City Administrator Kennedy reported all notices of hearing were delivered to adjoining property owners and published in the paper as required. Grangeville Church of the Nazarene, 515 W North 2nd is going through the conditional use process because schools are allowed in all zones with a conditional use. They are requesting the addition of 9th – 12th grade classes at Cornerstone Christina Learning Center in the existing buildings.

DISCUSSION AND RECOMMENDATION: Yolanda Stout stated she donates to their fundraiser but doesn’t have a monetary gain at the school. She wanted to check if the commission felt she had a conflict. They did not.
On motion by James Zehner, second by Dan Gautney to recommend to the council to approve the conditional use submitted by Grangeville Church of the Nazarene to add 9th – 12th grade classes at Cornerstone Christian Learning Center. Motion carried by a unanimous vote of the Council present.
PREVIOUS APPLICATIONS: City Administrator Kennedy stated the two previous applications from Steve Riggle and Clonco LLC/Cloningers were approved by the Council.
NEXT MEETING: City Administrator Kennedy is unavailable on August 27 or 28. After discussion, August 29th is an available date, if there is an upcoming application for August.
