March 18, 2024 Regular Meeting

City Council met in regular session on March 18, 2024 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy, Public Works Director Mager, and Attorney Jessup. Chief Newman absent.

MINUTES: The meeting was called to order and the Council minutes of March 4th were approved as presented by Councilor Canaday, second by Councilor Perry. Motion carried by a unanimous vote of the Council present.

PUBLIC WORKS REPORT: Public Works Director Mager stated Knife River was given the notice to proceed on the sewer project at the beginning of the Month. We have already had one construction meeting. They will start work by Mountain View RV park with pot holing and they will work toward the rodeo grounds. They are putting out notices to those affected in the area. They almost have the well site lot back in shape and J-U-B is about 90% complete on the house design. When JUB is close to final on design, we’ll sit down and review. The department is getting ready for baseball season, doing yard work and sweeping. On the softball field, the school has a tarp to keep it dryer and a portable fence that will be up for games. The bathrooms will fire up after spring break.

POLICE AND ANIMAL CONTROL REPORT: City Administrator Kennedy stated Chief Newman broke a bone in his knee last week and is on crutches for 6-8 weeks. He’s on light duty and unavailable to cover shifts and Officer Forsgren is still at the academy until mid-April, so the department is shorthanded for shifts. Kennedy reported the City had 83 calls for service and 24 reports taken for February 2024.

BILLS: The bills, in the amount of $599,575.97 (Financials $491,012.41, February Payroll $108,563.56) were approved and ordered paid out of their respective funds, on motion by Councilor Canaday, second by Councilor Perry. Motion carried by a unanimous vote of the Council present.

RESOLUTION: A resolution in support of the GEM grant application for the Grangeville Arts’ Pavilion.

RESOLUTION NO. 297

The following resolution was introduced by Councilor Winkler who moved for its adoption. Second by Councilor Perry.

NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby supports and endorses an Idaho Gem Grant application for the Grangeville Arts’ Pavilion in the Park;

ROLL CALL VOTE: YES: Farris, Winkler, Canaday, Andrews, Grant, Perry. NO: none. The motion passed. Mayor Lester then declared Resolution No. 297 duly approved and adopted.

BUDGET HEARING: On motion by Councilor Canaday, second by Councilor Farris to set September 3, 2024 as the budget hearing for 2024-25. Motion carried by a unanimous vote of the Council present.

The meeting adjourned at 6:10 P.M.
